Opposition calls for Castro’s impeachment after operation with 121 dead in Rio

Opposition state deputies filed this Monday (3) a request for impeachment against the governor of , (PL). The request comes after the police operation that left 121 people dead in the Penha and Alemão complexes last week — the deadliest in the state’s history. The parliamentarians claim that Castro “authorized, legitimized and celebrated” an action that resulted in “unprecedented lethality” and violated constitutional rights. The document also accuses him of failing to comply with the decision of the on operations in communities — the so-called “ das Favelas” —, in addition to publicly exalting the result and omitting the transparency of the investigations.

“Such conduct constitutes, in theory, a crime of responsibility for attacking the fundamental rights of the population, the authority of the Judiciary and the principles of public administration”, says the request, which requests the opening of the impeachment process “to preserve the Constitution and democracy”. The initiative is led by deputy Renata Souza (PSOL) and has the support of nine other parliamentarians: Dani Monteiro, Flávio Serafini, Professor Josemar and Yuri Moura (PSOL); Marina from MST, Elika Takimoto and Verônica Lima (PT); Carlos Minc (PSD); and Dani Balbi (PCdoB).

Despite formalization, the chances of the request moving forward are small. Cláudio Castro’s allied base has a majority in the Legislative Assembly of Rio (Alerj). PL, the governor’s party, has 18 of the 70 seats, while União Brasil, also an ally, occupies ten. The opposition (PT, PSOL and PCdoB) has only 13 deputies.
In addition to opening the impeachment process, the authors ask for independent expertise, access to operation reports and the declaration of Castro’s ineligibility for eight years.

In a report sent to Minister Alexandre de Moraes, of the STF — rapporteur for the ADPF of Favelas —, the governor argued that the use of force, “although intense”, was necessary given the “paramilitary profile” of the Comando Vermelho. According to a document from the Civil Police Secretariat (Sepol), the action did not violate the Court’s determinations.
