Entities take complaint about legal child abortion to the UN – 11/07/2025 – Panel

This Friday (7) sent a note to the United Nations Working Group on Discrimination against Women and Girls that states that the guidance on legal abortion for minors exposes victims to institutional torture.

The campaign is signed by more than 20 entities, including Conectas Human Rights, Coletivo Feminista Sexualidade e Saúde, Campaign Neither Prey nor Dead, Instituto Lamparina and Catholics for the Right to Decide, among others.

The note is a response to a project that suspends a resolution from the (National Council for the Rights of Children and Adolescents) that establishes guidelines for legal matters for children and adolescents.

In the text, the entities warn of “the devastating impact of the parliamentary decision, which, in practice, exposes raped girls to revictimization and institutional torture, and violates international commitments assumed by Brazil in the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)”.

“Child is Not a Mother” states that Conanda’s resolution “does not create new rights, but only organizes access to legal abortion”, in addition to providing guidance for health professionals, schools and guardianship councils.

“In Black Consciousness Month, deputies voted to condemn girls, mostly black and indigenous, in situations of greater social vulnerability, to maintain a forced pregnancy resulting from rape, an act equivalent to torture, undermining their physical and mental health, keeping them away from education and perpetuating cycles of poverty and social, racial and gender inequality”, says the text.

“What the Chamber of Deputies did was institutionalize cruelty. PDL 3/2025 encourages the normalization of child sexual violence and rewards impunity”, says Laura Molinari, co-director of the Nem Presa Nem Morta campaign, which is part of the mobilization.

“Criança Não é Mãe” also called for demonstrations next Tuesday (11) in capitals such as Rio de Janeiro, São Paulo, Florianópolis, Vitória and Porto Alegre against the Chamber’s decision.
