President spoke before a lunch, on Thursday, with countries that support the TFFF (Tropical Forests Forever Fund)
The president (PT) offered a lunch on Thursday (6.Nov.2025) for the countries that (acronym in English for Tropical Forests Fund Forever), during the Leaders’ Summit that precedes COP30 (United Nations Conference on Climate Change), in Belém (PA). The first lady, , was sitting next to the PT member and helped him with the pages during the speech.
According to Lula, the initiative is “unprecedented” and marks for the first time in history the leading role of countries in what it calls a forestry agenda. “Forests are worth more standing than felled. They should be part of the GDP [Produto Interno Bruto] of our countries. The ecosystem services they provide to humanity need to be remunerated, just like the people who protect the forests.”he declared.
The so-called Global South is not a geographic region, but a geopolitical concept. It refers to what in the past was referred to as “Third World”, “developing” or “emerging” countries. In general, the term is used by countries whose governments are grouped in opposition to part of the policies of the United States and Western Europe.

For the president, the TFFF represents “the exit from the era of donation”. He said that, unlike unfulfilled commitments at previous conferences, the fund will allow governments, companies and pension funds to invest in conservation with financial returns.
The TFFF began to be articulated at COP28, in 2023, when Brazil presented the proposal for the first time. Now, at COP30, the country seeks to consolidate the fund as a model for global climate financing. Lula states that the objective is to transform the bioeconomy into a new front of sustainable development.
The COP30 Summit in Belém ends this Friday (7.nov). 18 presidents, 12 ministers and 1 king participate. There are, in total, 31 heads of state and government. Itamaraty said there were another 129 leaders present including vice-presidents, ministers and ambassadors.
COP30 will start on Monday (10.nov). It will run until November 21st.
