Lula and Macron discuss environmental and energy cooperation

The 2 presidents discussed nuclear energy, biofuels and French support for the Tropical Forests Forever Fund at the Leaders Summit, in Belém (PA)

The president (PT) met this Thursday (6.Nov.2025), in Belém (PA), with the President of France, Emmanuel Macron, at COP30 (United Nations Conference on Climate Change) Leaders’ Summit, in Belém (PA).

The meeting reinforced the rapprochement between the 2 countries on strategic agendas such as nuclear energy, critical minerals and energy transition.

On the bilateral agenda, Brazil and France discussed the expansion of cooperation in the field of nuclear energy, considered strategic for the completion of the Angra 3 plant. Another prominent topic was the advancement of biofuels and low-emission hydrogen policies.

Macron also reaffirmed France’s commitment to the Tropical Forests Forever Fund (TFFF), launched by the Brazilian government in Belém, which provides remuneration to countries that preserve their biomes. According to the Brazilian government, France could invest EUR 500 million by 2030.

The French president is one of the leaders invited to the COP30 Leaders’ Summit, which marks the political opening of the conference.

During the bilateral meeting, the atmosphere was relaxed. Macron arrived excited and made a point of showing affection to his Brazilian colleague, trying, on several occasions, to hold his hand.

In the official photos, it is possible to see Lula smiling and, in some moments, Macron insists on touching. In the end, the Frenchman got what he wanted: he left hand in hand with the Brazilian. The scene generated laughter from the team present.

LEADERS DOME

The Leaders Summit (formally called the Belém Climate Summit) is an innovation brought to the world of COPs. It will be held on November 6th and 7th as a high-level preparatory meeting. Read the list of authorities confirmed at the Summit.

Lula said that the objective is to face divergences and that the leaders’ words will be the compass for the journey to be followed by the delegations over the next 2 weeks.

The Brazilian presidency focuses the Summit debates on two axes: climate commitments and financing. The TFFF (Tropical Forests Forever Fund) and the effectiveness of the Paris Agreement form the central axis of the discussions.

A The program will have thematic sessions over 2 days. This Thursday afternoon, there will be a panel on forests, oceans and indigenous peoples.

On Friday (Nov 7), in the morning, the energy transition will be discussed. In the afternoon, the debate will focus on NDCs (national contributions), financing and implementation of the Paris Agreement.
