The administrative reform promoted by management (Republicans) increased the number of commissioned employees (appointed by appointment) of the Communication Secretariat, responsible for advertising for the São Paulo government.

In a decree signed at the end of August, with less than a year to go before the start of the next electoral period, the portfolio’s staff was changed from 67 employees to 105, an increase of 57%. Tarcísio has already declared himself in 2026.

The government claims that the secretariat gained new responsibilities and created structures that did not exist in previous administrations, hence the need for more staff.

“Secom today has a structure compatible with the nature, degree of responsibility and complexity of the department’s activities, which has as its primary objective the full compliance with the principle of publicity, provided for in article 37 of the Federal Constitution”, said the secretariat, in a note, when justifying the increase in employees. The article cited is the one that governs the principles of public administration.

Administrative reform is highlighted by the government as one of the . Launched in 2023 with the promise of reducing commissioned positions in the state by 20%, it abolished structures and redistributed functions in various bodies. The government, however, has not yet presented a consolidated report on the net reduction in the total number of trust positions.

The proposal, which is being discussed at Alesp (Legislative Assembly), projects a nominal growth of 10% in personnel expenses at the secretariat, from R$14 million to R$15.5 million.

Throughout his term, Tarcísio has chosen to avoid journalists and press conferences in moments of greater pressure on himself or management problems.

On the other hand, the expansion of the state structure to publicize achievements included a government news agency that produces texts, audio bulletins and interviews to publicize government activities, in addition to public utility services — the state did not previously have a similar body. There are also directorates for digital and multimedia communications.

Before Tarcísio, communication was a department that did not have the same status as other departments. The department is headed by Lais Vita, a journalist who follows the governor from the government’s Ministry of Infrastructure (). The secretariat coordinates communication between the other 24 state departments.

“With the new structure, Secom strengthens its capacity to coordinate and execute communication actions, expanding the dissemination of information of public interest to society and the press, in addition to ensuring responsible, transparent action aligned with the duties that involve efficient public communication”, follows the text of the folder.

The governor’s social networks have their own structure, separate from the secretariat, and are consulted by marketer Pablo Nobel, who worked on Tarcísio’s campaign in 2022 and whose CV includes the election of Argentine Javier Milei. Nobel should be with Tarcísio again in next year’s race.

Last week, during an event with representatives of the state’s 645 cities and which packed the Palácio dos Bandeirantes, while Tarcísio took photos with mayors, the marketer spoke with the producers of the governor’s videos for the networks.
