Lula complains to Motta about Derrite’s choice to report on the Anti-Faction Law project

President Luiz Inácio Lula da Silva called this Saturday the president of the Chamber, Hugo Motta (Republicanos-PB), to complain about the choice of deputy Guilherme Derrite (PP-SP) as rapporteur of the bill that creates the so-called Anti-Faction Law, a proposal sent by the government to Congress this week. The information was published by Valdo Cruz’s blog and confirmed by The Globe with Motta’s assistants.

According to reports, Lula expressed discomfort with the appointment of Derrite, licensed secretary of Public Security in São Paulo and ally of governor Tarcísio de Freitas, a name considered to run for President in 2026. The president preferred that the rapporteur be a parliamentarian considered more neutral, given the polarization between the government and the right in the debate on public security.

Hugo Motta assured the president that the report will be conducted in a technical manner, without political bias, and reiterated that the government’s text will not be attached to proposals that equate criminal factions with terrorist organizations — a sensitive point for Planalto. Lula had already spoken out against this comparison, as he assessed that it would open gaps for foreign interventions in the country under the justification of combating terrorism.

In a publication made on According to him, Derrite’s report “preserves advances in the federal government’s project and toughens penalties against crime”. The deputy added that the issue should serve as a “point of unity” between government, Congress and society: “When the issue is security, there is no right or left, there is only the duty to protect.”

The text reported by Derrite proposes to equate the criminal treatment of criminal factions with acts of terrorism, without formally classifying them as terrorist organizations. The substitute toughens penalties, expands the confiscation of assets and allows the immediate blocking of resources used by criminal groups.
