The Attorney General of the Republic, , opened the 40th National Meeting of Attorneys of the Republic at a resort in Mangaratiba (RJ), one day after the most lethal event in history, with 121 dead.
The event was held at Club Med de Mangaratiba, in the Costa Verde tourist region, around 85 km from the capital. The hotel, located in an Atlantic forest setting, gives access to a private beach.
Under the theme of environmental impact and climate change, the meeting was sponsored by five companies and entities: Petrobras, BRB, Multiplan, Aegea and Federation of Industries of the State of (Firjan).
“The meeting was scheduled almost a year ago. I don’t see how it would be possible to cancel it”, says José Schettino, president of ANPR (National Association of Public Prosecutors).
He repeats Mayor Eduardo Paes, from Rio, who, in the face of the police operation, said that “life cannot stop”.
“The MPF questioned the operation and is taking action,” said Schettino. Gonet had already spoken out at the ADPF. The regional prosecutor’s office is also taking action. The MPF is demanding explanations from the governor ().
“Companies have interests, there are burning issues, but I don’t see a conflict of interests”, says Schettino.
He states that no member of the board takes part in any action that could generate conflict. “The accommodation was paid for by the members. No one went to the meeting at public expense,” he says. “ANPR is a private association. The meeting was a private event”, he states.
Fábio Grilo, legal manager at Petrobras, Vander Giordano, institutional vice-president of Multiplan, and Fabiano Dallazen, director of institutional relations at Aegea Saneamento e Participações S/A, participated in the meeting.
During the debates, Dallazen highlighted that, to face the historic deficit in sanitation and infrastructure, it is necessary to mobilize hundreds of billions of reais in private investments and legal security.
On social media, he stated that “the MPF can help managers prioritize the topic, supporting the creation of regulatory mechanisms and instruments that enable sustainable development, in addition to promoting qualified dialogue with federal regulatory agencies, strengthening their commitment to efficient and responsible regulation”.
“The only institution that the original constituent said is responsible for guarding the democratic regime is the . We are constantly concerned with the environment, with indigenous peoples, with the fight against organized crime and corruption”, said Gonet, when addressing the audience.
Members of the MPF who are readers of this column criticized the sponsorship of Firjan, which opposes the ADPF das Favelas (it establishes rules to prevent abuse and illegality in police operations).

The Federation of Industries of the State of Rio de Janeiro sent the following statement:
“The entire discussion proposed by the event ‘Resolutive action of the Federal Public Ministry on Climate Change: civil and criminal implications’ is in line with Firjan’s actions in favor of defending topics relevant to the industry, which impact the business environment.
The support decision was approved by the federation’s sponsorship committee in July, three months before the event took place in October.
Regarding the operation in Complexo da Penha, carried out on 10/28, Firjan issued the following position note:
‘It is urgent to ensure that people can live and work in a peaceful environment. Public security directly interferes with the development of a territory and the people who live there. According to a recent survey by Firjan, two out of every three businesspeople in Rio de Janeiro consider security issues when deciding on their investments.'”
