Sergei Lavrov declared that Russia will not give up its conditions to end the war in Ukraine, which has lasted almost 4 years
The Russian Foreign Minister said he was willing to meet with the US Secretary of State to discuss the conflict in Ukraine.
The statement was made this Sunday (November 9, 2025) in an interview with the Russian state agency cited by . Lavrov, however, said Russia would not give up its core conditions to end the war.
“Secretary of State Marco Rubio and I understand the need for regular communication”said Lavrov. The Russian minister spoke about the importance of dialogue between the two powers during the current geopolitical tensions.
“It is important to discuss the Ukrainian issue and promote the bilateral agenda. Therefore, we communicate by telephone and are ready to hold face-to-face meetings when necessary”, added the Russian minister.
Lavrov’s statement comes after the president (Republican Party) canceled a . On Friday (7.Nov.2025), the Kremlin denied reports that suggested a deterioration in the relationship between Lavrov and Putin after the failure of plans for the summit.
The conflict in Ukraine is approaching its 4th anniversary. Russian forces currently control around 19% of Ukrainian territory. Moscow considers this area part of Russia, a position that Ukraine and Western European countries reject.
Lavrov, who has served as foreign minister since 2004, mentioned that the “understandings” reached between Putin and Trump during June 2024 and proposals from Trump’s envoy, Steve Witkoff.
“We are now awaiting confirmation from the United States that the Anchorage agreements [no Alasca] remain in force”, said the Russian minister.
Putin’s fundamental conditions include Kiev’s renunciation of plans to join the (North Atlantic Treaty Organization) and the withdrawal of Ukrainian troops from the 4 provinces that Moscow claims: Donetsk and Luhansk in eastern Ukraine, which form Donbass, as well as Kherson and Zaporizhzhia in the south.
Russia currently controls Crimea, annexed in 2014, almost the entire Luhansk region, around 80% of Donetsk, 75% of Kherson and Zaporizhzhia, as well as smaller parts of the Kharkiv, Sumy, Mykolaiv and Dnipro regions.
Lavrov also stated that “no one questions the territorial integrity of Russia and the choice of the residents of Crimea, Donbass and Novorossiya” to meet with their “historic homeland”. Novorossiya is a term used by Russians to designate a strip of southeastern Ukraine that became part of the tsarist empire in the 18th and 19th centuries.
The Russian minister also mentioned that the United States informed Moscow, through diplomatic channels, that they are analyzing Putin’s proposal to maintain the limitations of the (Strategic Arms Reduction Treaty) after its expiration, scheduled for February 2026.
