The private investor’s fundraising potential is billions and billions of dollars. The forecast is from Dyogo Oliveira, president of the National Confederation of Insurance Companies (CNSeg).
“The TFFF offers three important points for the investor. It has low risk. It has profitability. It is true that the return is not a ‘Brastemp’, but it is profitable. And it also offers liquidity”, said the former Minister of Planning.
“By having these three conditions, the fund has the potential to attract many billions globally,” he said.

The president of CNSeg pointed out that many insurance companies have found it difficult to find “green” assets to make up their investment portfolios. “CNSeg has asked the National Treasury to issue ‘green bonds’ in Brazil. The Treasury has already issued two ‘green bonds’, but only abroad”, said Dyogo.
The former minister said he was “really very optimistic” about the fund, which he classified as sophisticated and creative and which appears to offer guarantees of liquidity, return and controlled risk.
“The hardest thing Brazil has ever done, which is bringing in sovereign money,” said Lucca Rizzo, a financing specialist at the Instituto Clima e Sociedade (iCS). “Brazil launched the idea of the fund in Dubai, at COP30, and in two years managed to get it off the ground,” praised Rizzo.
The iCS specialist pointed out that the instrument is a win-win because it remunerates the developing country and actually conserves the tropical forest. “It’s a payment-by-results instrument,” said Rizzo.
