Investigated for alleged involvement in the National Social Security Institute (), the former Minister of Social Security, who is now called Ahmed Mohamad Oliveira, was retired on October 6 by the Directorate of People Management, headed at the time on an interim basis by Yveline Barretto Leitão, sister of the mayor of Fortaleza, Evandro Leitão (PT).
One month after Oliveira was granted voluntary retirement, Yveline was appointed director of the department, in an order signed by the Minister of the Civil House, Rui Costa (PT). The change occurred during the INSS president’s vacation, Gilberto Waller, and was made by the agency’s replacement head, Lea Bressy, who has been empowered within the institute by the Minister of Social Security, Wolney Queiroz (PDT).

O Metropolises found that the internal investigation was initiated at the CGU, and not at the INSS, precisely because of suspicions about the influence that the now retired ex-minister could exercise at the institute. Retirement was granted on October 6th, but came into effect on 10/28. Oliveira was a career civil servant and held the position of Social Security technician on the INSS staff, with a salary of R$11,705.84. He will keep 100% of his remuneration upon retirement.
Repercussion on CPMI
Oliveira’s retirement amid investigations into the billion-dollar scheme of undue discounts revealed by Metropolises was questioned within the INSS CPMI. He was not the target of Operation Without Discount, launched by the Federal Police in April this year, but it was during his administration that several entities were authorized to apply associative discounts directly to retirees’ paychecks.
“There was a former minister, a former president of the INSS, a former director of benefits and a former superintendent of São Paulo who retired, certainly fleeing the result of this CPMI. He is a career employee of the INSS, he participated in the plot – the truth will come, there are several signs of documents –, and he retired, probably fleeing. It is Mr. Oliveira”, said federal deputy Alencar Santana (PT-SP), member of the commission.
“But the CGU has already opened a PAD against him, an administrative process. I will request that studies be carried out by the INSS to suspend his retirement, because he wants to avoid punishment, but wants to continue receiving his retirement afterwards, and the retirement that he stole from millions of Brazilian men and women, or helped to steal”, he added.
Who is José Carlos Oliveira
- Former Social Security Minister José Carlos Oliveira, who changed his name to Ahmed Mohamed Oliveira after converting to Islam, has served at the INSS since 1985. Before becoming a minister in Jair Bolsonaro’s government, Oliveira was president of the INSS and superintendent of the body in São Paulo.
- Since the 1990s, Oliveira has had political ties, formerly with the PFL. Today, he is a member of the PSD and ran for councilor in São Paulo in the 2024 elections.
- Oliveira was also director of Benefits at INSS, the department responsible for signing the agreements that authorized entities to make associative discounts. During his time on the board, he signed agreements with three associations.
- Afterwards, Oliveira became president of the body, when 17 associations signed the technical cooperation agreement with the INSS. Most of the agreements were signed by his successor Edson Akio Yamada, who is Oliveira’s partner in a consultancy.
- O Metropolises It also found that Oliveira’s brother was shot along with Felipe Gomes Macedo’s uncle, former director of the Amar Brasil entity, which was being investigated for undue discounts. The episode created a bond of friendship between the Oliveira and Macedo families.
