Lula returned to Brasília, in the middle of COP30, to participate in the project’s sanctioning ceremony, but had to get involved in the processing of the text that combats organized crime

President Lula took a break from COP30 and is in Brasília. According to the report, Lula returned to sanction the Bill that expands Income Tax exemption for those earning up to R$5,000 per month. The text is a campaign promise from the president and was approved by the National Congress, after almost a year of processing.

In addition to the exemption, the project also provides discounts for those earning up to R$7,350 per month. Lula returned to Brasília because he plans to hold a sanction ceremony. The objective is political: according to a Quaest survey, the president’s popularity has once again fallen. With the sanction, Lula wants to give a nod to the electorate and say that he keeps his promises.

However, behind the scenes, what is said is that the president has not yet sanctioned the text because he had to get involved in the processing of the Anti-Faction Bill. The rapporteur, deputy Guilherme Derrite (Progressistas-SP), presented an alternative text to that of the government and predicted changes such as equating factions with the crime of terrorism, in addition to taking away prerogatives from the Federal Police.

Lula summoned ministers, spoke to Congress and articulated Derrite’s withdrawal from the changes. It worked out. The rapporteur changed the text and presented a third version last night. The project was renamed the Legal Framework for Combating Organized Crime, but follows practically the same guidelines as the PL proposed by the government.

The expectation is that the text will be approved today in the Chamber plenary. Once this stage is over, Lula must return to thinking about sanctioning the project that expands income tax exemption.
