The model functions as a screening and monitoring point, offering medical, psychological and social care. Currently, the State maintains 695 hospitalization beds for drug addicts
The Government created, in 2023, as part of the model to combat , the Care Hub. Installed in the central region of the capital, the project has already provided more than 35 thousand services to drug users and referred around 29 thousand people to hospitals and therapeutic communities.
The Hub functions as a screening and individualized monitoring point, offering medical, psychological and social care. Currently, the State maintains 695 hospitalization beds for drug addicts, in addition to 12 Therapeutic Homes and 10 Prevenir Spaces intended for long-term treatment.
The change is part of an integrated governance model, which brings together 22 state and municipal bodies under the same protocol. The proposal was created at the beginning of the Tarcísio de Freitas administration, when the flow of users in Cracolândia concentrated around 2 thousand people in the center of the capital. Since then, the government claims to have managed to reduce the presence of addicts in the region.
The plan includes technical monitoring and meetings with representatives of civil society, traders and residents of the center. Structured actions, such as individual user mapping and joint health and safety work, must be maintained as a permanent State policy.
