Governors asked for a 30-day deadline to finalize the proposal; congressmen want to align text with the Senate and the STF

The Chamber will postpone the vote on the PL (bill) for the second time, as determined by the Poder360. The analysis of the text was scheduled for this Wednesday (Nov. 12, 2025), but impasses with the president’s government (PT) and with deputies hindered the progress of the proposal.

The President of the Chamber, (Republicanos-PB), asked deputies to evaluate the possibility of voting on the proposal this Wednesday (Nov 12), but the request will not be met. The rapporteur, (PP-SP), will amend the report for the 4th time to make editorial adjustments.

One of the main points of conflict was the section that equated factional crimes with that of “terrorism”established in , and also what conditioned the actions of the PF (Federal Police) to the authorization of the governors. Derrite removed the points to make the vote possible.

Even with the change, there are still impasses. Deputies ask for more time to analyze the text. The Liberal Party wants to resume the stretch.

Furthermore, some of the congressmen defend that the text be agreed with the Senate and the STF (Supreme Federal Court) before going to the plenary. The objective is to avoid repeating what happened with the Blindagem PEC (Proposed Amendment to the Constitution).
