He is being investigated for possible participation in irregularities that affected millions of beneficiaries between 2019 and 2024 and which, according to the PF and the CGU, generated up to R$6.3 billion in unauthorized charges. The former minister’s defense has not yet manifested itself.

In addition to the former minister, the federal deputy Euclydes Petterson (Republicanos-MG) and the state deputy of Maranhão Edson Araújo (PSB)vice-president of the Brazilian Confederation of Fisheries and Aquaculture Workers — one of the entities investigated.
Operação Sem Desconto carries out 63 search warrants and other precautionary measures in 14 states and the Federal District. Those investigated are suspected of being part of a scheme that deducted monthly fees from retirees and pensioners without authorization, simulating affiliations with associations that did not provide the advertised services.
Oliveira had already given a statement to the INSS CPMI in September. During the hearing, he said that he only became aware of the irregularities in 2023, after the first phase of the operation, when he was no longer at the ministry.
The PF continues to investigate crimes such as insertion of false data, criminal organization, social security fraud, corruption and concealment of assets.
