The mayor of São Paulo, (), failed this Wednesday (12) in his effort to impose restrictions on the transport service.
Nunes asked São Paulo parliamentarians for support to approve the urgency. , the mayor had also spoken with the president of the Chamber, , and leaders such as Isnaldo Bulhões (MDB-AL) and Luizinho (PP-RJ) to move the request forward.
The text, (PP-SP), requires a prior study of the impact of motorcycle taxis on public health and urban mobility systems for the activity to be authorized. The request was rejected by 350 to 72, with 4 abstentions. If approved, the text could be taken directly to the plenary, skipping the analysis stage in Chamber committees.
The proposal states that the service can only be authorized in cities with more than 500,000 inhabitants if the impact on the municipal health system, traffic and the local mortality rate is assessed.
In his justification, the parliamentarian cites the increase in deaths of motorcycle users. He argues that, therefore, new authorizations for paid private individual passenger transport services using motorcycles deserve more care, especially in municipalities with more than 500 thousand inhabitants.
“Both because of the risks that passengers taking this type of service face, death, that is to say, as well as the community as a whole because, at the same time as the number of care for victims of the service increases, the need for care from the public health network also increases”, he says. “And while this is not possible, many people will be subject to the risks of other events unrelated to this increase in the local transport system.”
The speech is similar to that of the mayor, who argues that the text does not prohibit the service. “Also because I think that in smaller municipalities, with calmer traffic, it is possible,” he says. “But there are cities, like São Paulo, that are not possible.”
