The mayor of , (), vetoed a proposal that forced the city hall to publish, from the next update of the Generic Values Plan (PGV), in 2029, a virtual simulator so that each citizen could consult how much more IPTU (Urban Property and Territorial Tax) they would pay with the changes.
The PGV update works as a kind of parameter for the city of São Paulo.
The amendment with the proposal was presented by councilor Celso Giannazi, from , and was signed by 29 of the 55 councilors, including leaders from the mayor’s base and representatives of the right.
The São Paulo Legislature approved the update of the PGV in October. The last adjustment took place in 2021. The emedebista administration project foresees a maximum increase of 10% for residential addresses. The amendment was transformed into an article in the project before being vetoed by Nunes.
In the veto justifications, the mayor wrote that the areas responsible for municipal tax administration stated that there are technical restrictions that could make the implementation of this simulator unfeasible, such as the costs involved without a proper budget impact study and the short deadline for developing the page.
According to Nunes, the need to interrupt IPTU processing for at least two months, in the 2029 fiscal year, so that the simulator could be implemented, could generate revenue losses by preventing IPTU registration updates from being carried out during the period.
The change would not affect the emedebista’s mandate, which ends in 2028. The mayor has had a frictional relationship with PSOL representatives for years and which worsened during the 2024 electoral dispute, when he faced Guilherme Boulos (PSOL), current minister of the General Secretariat of the Presidency.
