President of the INSS CPI states that the PF operation arrested the “main nucleus” of the scheme and that new arrests will be made soon
O president of the CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS (National Social Security Institute), senator (Podemos-MG), stated this Thursday (13.nov.2025) that the “put the main nucleus in jail” of the retirement and pension diversion scheme and that “there’s still a lot of dirt to sweep up”. According to him, new arrests and operations will be carried out in the coming weeks.
The PF (Federal Police) carried out 10 preventive arrest warrants, 63 search and seizure warrants and other precautionary measures in 15 States and the Federal District. The former president of the INSS was arrested. Former Social Security Minister Ahmed Mohamad Oliveira (formerly), federal deputy (Republicanos-MG) and state deputy Edson Araújo (PSB-MA) were search targets.
According to the senator, this Thursday’s operation (13.nov) confirms that the commission is “on the right path” and dismantles criticisms that the investigation would be “just a theatrical act”.
“My indignation is when they said that the CPMI would lead to nothing. Gentlemen, there is no such thing in historythe commission that has arrested the most people and is providing the most answers”, he declared to journalists in the Senate.
“Main nucleus is in the chain”
For the president of the CPI, the arrests affect the main operators of the diversion scheme who, according to him, “took Brazilian pensions by storm”.
“Today the operation put in jail the main nucleus of all INSS embezzlements, of the gang that took the pensions by storm. Those who were in the CPMI, under habeas corpus, which guaranteed silence at various times, will now have to reveal the truth, even more imprisoned”he stated.
Viana said that the ongoing investigation and allegations should show the participation of other public agents and politicians in the scheme. “The bulk of this operation, the main ones, who are the operators and those who embezzled, are in jail. Now, we want to know who helped, who indicated, who appointed and what they received so that this scheme continues to work”he declared.
3 tiers of people involved
The senator detailed what he considers the “3 tiers” participation in the scheme. The 3rd echelon, according to him, is made up of operators and “oranges” responsible for moving and hiding the embezzled money. “These were the ones who received and disappeared with the money and who were largely arrested today”these.
The 2nd echelon would be made up of career civil servants who “they became corrupted and maintained deviations from government to government”. The 1st level, stated the congressman, involves “politicians and authorities who appointed and protected these servers”.
“This 1st level, from now on, will also begin to be the target of operations and, possibly, of statements that will be given before the Federal Supreme Court”he declared.
Viana said that the CPI and investigative forces will continue to work to identify all those responsible. “We are moving towards complete clarification. There is still a lot of work to be done. There is still a lot of dirt to be swept up, dirt that should have been put under the carpet and that we do not accept”he stated.
The senator said that the CPI will “give answers to the Brazilian people” and that “The guilty will not go unpunished”. “I want to say to the country’s retirees: we are going to leave here with a much stronger Social Security and with the culprits arrested”he stated.
Cooperation with the STF and new arrests
The president of the CPI said that he has been maintaining frequent dialogue with the minister of the STF (Supreme Federal Court) André Mendonça, rapporteur of actions related to the case. “Minister André Mendonça and I had a long meeting last week. There is information that I cannot reveal, because it is confidential, but I can guarantee that the wiretaps were successful and that there are others who need to provide clarification”he declared.
Viana also stated that new operations should be launched soon. “Last week I said there would be new arrests. Well, today they happened, and others will come. There are people who still need to explain their participation in the disappearance of pensioners’ billions”these.
According to the senator, part of the embezzled money was sent abroad or converted into goods in Brazil. “In the sum of the embezzlements, a large part went abroad, is stored in tax havens, and a part simply disappeared in Brazil. This money is stored somewhere, transformed into properties or in kind”he stated.
Possible allegations
The senator confirmed that there are allegations being negotiated, including that of businessman Maurício Camisotti, indicated as one of the operators of the scheme. “I’m following, but I can’t reveal details. Not just Mr. Maurício Camisotti, there are other people willing to make a statement, including this CPMI”these.
According to the congressman, collaboration will only move forward after the commission’s final report, which will gather evidence and testimonies, is completed. “A plea bargain can only be made when the person’s guilt is well defined and well supported by evidence. After that, we will evaluate whether this information adds anything. There are other plea bargains being proposed, and we will analyze them all seriously”he stated.
