Who is Alessandro Stefanutto, former president of the INSS arrested in Operation Without Discount

former president of the National Social Security Institute (), was arrested this Thursday morning (13), during a new phase of , which investigates a billion-dollar scheme of unauthorized discounts on the agency’s pensions. He was in charge of the highest position in the municipality from July 2023 until April of this year, when he was removed from the position, after the investigations began.

Born in (SP) and graduated in Law from Mackenzie University, Stefanutto is 54 years old and assumed the presidency of the INSS at 52, when he had 24 years of career. Previously, he held other roles within the institution. In 2023, he was director of Budget, Finance and Logistics, and between 2011 and 2017 he served as the agency’s Attorney General. He reached the top of the municipality to replace Glauco Wamburg.

Before arriving at the INSS, Stefanutto worked at the São Paulo Court of Justice (TJ-SP), was a technician at the Federal Revenue Service and an attorney at the Federal Attorney General’s Office, a position in which he remains to this day. He also participated in the transition team between the government of the former president (PL) and that of president Luiz Inácio da Silva (PT), in the area of ​​Social Security.

In addition to his degree in Law, the former president of INSS has a postgraduate degree in Management and Projects, in addition to having specialized in Mediation and Arbitration at FGV. He became a master in Social Security Systems from the University of Acalá, in Spain, and has international master’s degrees in Law from the University of Lisbon and the Universitá degli Studi di Milano.

Challenges at INSS

When assuming the presidency of the National Social Security Institute, Alessandro Stefanutto faced some challenges. The most obvious were the queue of more than 1.7 million benefit applications, a completely outdated server staff and the need to modernize the Meu INSS application. Regarding the queue, the Social Security Statistical Bulletin (Beps) indicates that 2024 closed with more than two million applications.
