Army will test reaction to "large magnitude earthquake" in Lisbon with more than 300 operational personnel

The “FÉNIX 25” exercise aims to train the response capacity of different military areas. The objective is to standardize procedures and validate “interoperability criteria”.

The Portuguese Army, in collaboration with several entities, will test during the next week the military and civil response capacity to a “large magnitude” earthquake scenario in Lisbon, an exercise that will involve more than 300 operational personnel.

According to a note sent to the press, the Portuguese Army will organize, between the 17th and 21st of November“the largest national exercise within the scope of Emergency Military Support, which will take place in the Lisbon region”.

This exercise will involve more than “300 operators and 100 vehicles” and will test and validate “the coordinated response of the Army’s Emergency Military Support System to requests for support from the National Emergency and Civil Protection Authority (ANEPC), in reaction to a large magnitude earthquake scenario in the Lisbon sub-region”.

The “FÉNIX 25” exercise aims to train the response capacity of different military areas “to requests for support from the Civil Protection structure”, with the branch highlighting the capabilities of “command, control and communications”, land search and rescue, military engineering, health support, decontamination and kinesthetics (actions with dogs).

The edition has the support and participation of several entities, namely the Air Force, the National Emergency and Civil Protection Authority, volunteer firefighters, Lisbon City Council, Portuguese Red Cross, National Republican Guard, Public Security Police, Municipal Police, Special Civil Protection Force and the Lisbon Firefighters Regiment.

The objective is to standardize procedures and validate “interoperability criteria”.

In 2024, the Fénix exercise tested Civil Protection’s response capacity to combat rural fires in the municipalities of Nelas, Seia and Oliveira do Hospital.
