According to the text, the SGM (General Secretariat of the Bureau) will prepare monthly reports to monitor parliamentary attendance, based on data from the Chamber of Deputies website. This would serve to alert the Presidency about possible risks of non-compliance with the constitutional limit on absences.
The final report would be published by the SGM on December 5th and would indicate the parliamentarians who exceeded the limit of one third of unexcused absences. The document would then be forwarded to the Presidency of the Chamber so that the procedure for declaring loss of mandate can be initiated ex officio.
Furthermore, the project states that if a lack of consummate attendance is verified at any time during the legislative session, that is, the mathematical impossibility of reversing the constitutional limit of absences, the Presidency must also open a process for immediate loss of office.
Lindbergh states that the measure reinforces administrative morality, transparency and the responsible use of public resources. “The Constitution is clear: attendance is a duty and its violation leads to loss of mandate. It is not up to the Chamber to make this more flexible. Our project guarantees that Parliament is an example of respect for the rules, institutional strengthening and commitment to public service”, he says.
