With the Antifaction vote in the Chamber, government allies () are working with the idea of voting on the matter and overcoming the agenda, which will depend on the text presented by (PP-SP), while the opposition asks for more time and tries to exploit the wear and tear on the left in the area of public security.
The president of the Chamber, (-PB), has already told interlocutors that the vote will take place on Tuesday — he called the session with only this project on the agenda. Motta’s allies also say that there is no pressure that would prevent this matter from being considered on that date. This is because a new retreat by the President of the House on this issue could cause further damage to his image.

The problem is that Derrite’s report, which is already in its fourth version since Friday (7), has not yet won a majority in the plenary and is the target of criticism from the government, the center and the opposition.
Some of the leaders interviewed by the report say they believe it is possible to reach a consensus by Tuesday, while others say that more days or weeks are needed for Derrite to adjust the proposal, also listening to governors, members of the Judiciary, secretaries and experts.
Behind the scenes, the intention of right-wing deputies is to keep the security agenda highlighted in the House, an area of stress for the Lula government. “The government wants you to vote, because we need to end the year and get this issue out of the way”, says Jilmar Tatto (PT-SP), deputy leader of the government.
“I think we have to give Derrite more time, another week or two. In my opinion, it won’t be ripe on Tuesday, but the president is the one who decides. Derrite can listen to more people and improve the text”, says (RJ), leader of the PL.
The MDB leader, Isnaldo Bulhões (MDB-AL), says that Derrite is one of the best people to report the matter, which has not yet reached the plenary’s sentiment, but is close to it. The emedebista says it is non-negotiable that the text makes the definition of a criminal faction clear.
“I’m sure that Tuesday we will approve this and it will be a victory for Brazil. Derrite was happy and flexible in conducting the process”, says Maurício Neves (PP-SP), a supporter of the rapporteur.
At the beginning of the week, the situation was different. After Derrite modified the bill authored by the Executive with measures that the government did not accept, it was the Palácio do Planalto that sought to gain time to change the proposal.

Once the security issue has been overcome, the government could resume the debate on defending tax justice, in addition to focusing on the social programs of the PT administration. In the Chamber, there are a series of projects to guarantee the 2026 Budget that are priorities for the Ministry of Finance, in addition to the Budget Law itself.
A member of the government stated that talks are expected until Tuesday to discuss the vote. He says that the government recognizes difficulties in returning to the original wording of the matter and that, therefore, it is studying amendments that will be presented and which strategies will be adopted in plenary.
On Thursday (13), after , the minister (Secretariat of Institutional Relations) stated that Planalto is “prepared” for the vote.
“If the president [Hugo Motta] put it on the agenda and actually vote, we are able to have this debate. We also want to try to build, put our impressions so that the report can move forward. Otherwise, we will hold the debate in plenary, present our proposals, because we think it is very important that we have answers to face this”, stated the minister.
Sóstenes, in turn, also plans to present amendments and highlights in the plenary to vote on excerpts that were left out by Derrite. The PL leader wants to change the rules for custody hearings and does not give up on equating factions with terrorists.
Also on the right, another group that intends to extend the theme is that of governors. On Wednesday, the heads of the Executive of RJ, DF, GO, MG and SC asked Motta for a period of up to 30 days to vote on the project so that his suggestions can be incorporated.
