The leader of the PT in the Chamber of Deputies, (RJ), said that (PP-SP) “lost the conditions” to be the rapporteur of the anti-faction bill, authored by the president’s government, and asks for the vote on the proposal to be postponed. Lindbergh argued that the latest text filed by Derrite, presented on Wednesday (12), “accumulates conceptual errors, constitutional defects, legal uncertainty, severe financial impact”. Given this, the PT member believes, “there is no reconciliation possible”. “The only responsible solution is to postpone the vote and immediately change the rapporteur, with a consensus name, resuming the government’s technical text. The country cannot face criminal organizations with legislative improvisation”, he said.

Since assuming the role of rapporteur, Derrite has already presented four versions of the text, giving in on points of criticism of the government. Even so, Planalto maintains a negative view of the text and supports the main arguments, which have persisted since the first version of the draft. “The damage to security finances is even greater: the Ministry of Justice estimates a loss of R$360 million to federal funds,” stated Lindbergh. “Derrite wants to withdraw resources from the Federal Police and the Federal Revenue, dismantle the logic of financing investigations and also exclude the extraordinary forfeiture foreseen as an innovation in the original government text, precisely the mechanism that guarantees rapid decapitalization of the factions.”

For the PT member, Derrite’s text is a “patchwork quilt”. “It is a text that began with shielding and unconstitutional inversion of the federative pact, and which remains confusing, dangerous and even weakens the fight against organized crime with the weakening of federal institutions,” he said. Delegates, auditors and businesspeople from the fuel sector point out in Derrite’s report an attack on the Federal Revenue Service, making the fight against smuggling, Operation Hidden Carbon and even actions such as the former president’s (PL) jewelry unfeasible.

Last week, Derrite spoke with the government and party groups in the Chamber to try to guarantee the vote on the project. The effort ended in frustration, with right-wing governors asking for the vote to be postponed. Without consensus, the president of the Chamber, Hugo Motta, decided that the project would be voted on this Tuesday (18).
