President of Conanda resigns after controversies – 11/17/2025 – Panel

The president of the (National Council for the Rights of Children and Adolescents), read a statement last Thursday (13) in which she announced her resignation from the position and stated that she took the decision because each assembly of the collegiate made her “a worse human being”.

The decision was communicated at the end of Conanda’s 342nd ordinary assembly. The council is formally linked to the Ministry of Human Rights, but operates autonomously.

The resignation comes after council resolutions sparked controversy. The most recent, approved in December, established guidelines to enable legal use in children and adolescents. The text was suspended by one approved in the Chamber on November 5th.

Lacerda, who is the Ministry’s Secretary for Children and Adolescents, stated that she made the decision because she considered that the collegiate environment is marked by “disputes, disloyalty and intellectual dishonesty” and that it would not be “inspiring for the political formation of any teenager”.

“It is disturbing to see how personal electoral and identity interests end up obscuring the real fight that we should be fighting daily”, he states, in the statement read. “I regret that such a representative group is unable to carry out a contemporary analysis of the political situation and that this stance is weakening Conanda”, he continues.

Lacerda said she was constantly attacked in the council environment and stated that the Conanda environment “is currently toxic and permeated by small disputes over small policies.”

“I reaffirm my commitment to defending the rights of children and adolescents, but I believe that, at the moment, my stay at Conanda makes me a worse human being,” he said. “I become a worse person with each council meeting.”

She also demanded self-criticism from the collegiate so that the course can be corrected. “During my career on this council I was a victim of ageism and gender-based violence, accused of committing violence, transphobic, authoritarian and a liar, without having the opportunity to defend myself fairly,” he said. “I wonder what the treatment would be like if a white man were in my place.”

The Panel contacted Conanda and the ministry, but had no response until the publication of this text.

Ariel de Castro Alves, lawyer and former president of Conanda, regretted the secretary’s resignation. “Pilar Lacerda is a serious and recognized educator, she must have her reasons,” he said. “But this is an unprecedented crisis in the history of the council, since 1991, when it was created, which weakens the body.”
