Castro’s advisor asks for dismissal and accuses secretary – 11/17/2025 – Panel

Advisor to the Civil House of the State of , Victor Travancas sent a letter to the governor (PL) asking for dismissal from the position and citing as the reason for the decision the “profound non-compliance” with the Government Secretariat.

Moura, affiliated with , is a former federal deputy and was responsible for crimes against public administration. In 2023, the court declared the extinction of punishment after partially ratifying a non-criminal prosecution agreement proposed by the (Attorney General’s Office).

In the letter sent to Castro, Travancas states that the decision is not “born out of dismay, but out of deep disagreement with the continuation of Government Secretary André Moura in the portfolio”.

He also says that, although the STF determined the extinction of Moura’s punishment, whom he calls a criminal, this does not mean “that the events that occurred and the corruption he practiced did not exist”. It also mentions posts alongside the former deputy, accused of involvement with Comando Vermelho.

To the Panel, Travancas says that he has already held some positions in the Castro government and that, after receiving death threats for having a role linked to combating corruption, .

In January of this year, he was dismissed after closing the place citing structural problems without an agreement with the Castro administration. “And they [governo Castro] They decided to rehire me. I accepted this rehiring, because it demonstrated that they were wrong”, says Travancas, responsible for the government’s international relations area.

Despite the request for dismissal, he says that she has not yet been removed by the Castro administration.
