The minister of the (Supreme Federal Court) ordered the government (Republicans) to present, within 30 working days, a plan for recomposing the workforce in São Paulo. The decision was made within the scope of ADPF (Argument of Non-Compliance with Fundamental Precept) 1201, filed by .
The government of São Paulo states that it will present to the STF, within the stipulated deadline, all the requested information, including the current structure dedicated to scientific research in the state.
In the piece, PSOL states that an unprecedented environmental crisis is currently occurring, evidenced by the cerrado and Atlantic forest biomes, with emphasis on the record levels of fires in São Paulo last year.
In his decision, the STF minister states that the analysis of technical documents presented at a public hearing and the information provided by the government of São Paulo allows us to conclude that “the state environmental research policy faces a situation of functional reduction that compromises the adequate execution of constitutional powers related to the protection of the environment”.
In its statement in the process, the government itself pointed out the reduction of the staff from 217 employees linked to the environmental area in 2005 to just 115 in 2025, emphasizes Dino.
Therefore, the minister ordered the São Paulo government to present within 30 working days “a plan for recomposing the ranks of environmental researchers, containing verifiable goals, implementation phases, replacement criteria, deadlines for holding public competitions and restructuring technical careers.”
At the beginning of the month, the governor promoted changes in the career of scientific researchers. APqC (Association of Scientific Researchers of the State of ) is against the changes and says it intends to challenge them in court.
In his decision, Dino also asks the state management to present real planning for 2026 and 2027 regarding the restoration of native vegetation, given that the initial target was 1.5 million hectares, but the effective execution was only 25 thousand.
Dino also ordered the government (PT) to present clarifications on the payment of fines imposed by the Chico Mendes Institute and the implementation of recovery measures in areas degraded by forest fires, such as the Ipanema National Forest and the Icatú Indigenous Land.
“This decision is very important because it sets goals and obliges Governor Tarcísio to fulfill his constitutional duty of preserving ecosystems, which are heritage not only of Brazil, but of the planet”, says federal deputy Luciene Cavalcante (PSOL-SP), creator of ADPF.
In a note, the São Paulo government states that the research activities of the Secretariat of Environment, Infrastructure and Logistics are not limited to the IPA (Environmental Research Institute) and that there are teams in several other bodies and linked units.
Specifically regarding the IPA, it says that the number of projects being executed increased by 56.3%, from 87 in 2021 to 136 in 2025.
Finally, in relation to the law sanctioned in October, it states that the new standard strengthens São Paulo’s public science, modernizes the job and salary system and guarantees progression based on merit and remuneration transparency.
“The new model adopts the subsidy regime, increases the annual percentage of promotions to up to 70% and provides differentiated progression for PhD researchers, valuing qualification and performance, among other benefits”, he concludes.
