State deputy Carlos Cezar () will be the new advisor to the TCE-SP (Court of Auditors of ) after being approved, this Tuesday afternoon (18), with the support of 89 of the 94 deputies from Alesp (Legislative Assembly).

The TCE is responsible for monitoring the use of public money and judging the accounts of the state government and the municipalities of São Paulo, with the exception of the capital, which has its accounts analyzed by the TCM (Municipal Audit Court).
The court investigates issues sensitive to the government, such as, for example, whether Tarcísio irregularly used a Military Police aircraft summoned by the former president (PL) in March this year, in Rio de Janeiro.
The investigation into the use of the aircraft was opened at the request of state deputy Mônica Seixas (PSOL) and has been reported by counselor Marco Aurélio Bertaiolli since April.
Bertaiolli was one of four appointed to the TCE under the Tarcísio administration. He was, through a political seam involving the national president of PL, , the state secretary of Government and president of , , and Tarcísio himself.
In 2024, Alesp chose . The name was recommended by the minister, the (Supreme Federal Court), and also endorsed by Tarcísio. The former state controller-general, , was a personal recommendation from Tarcísio.
Leader of the PL bench in the Assembly, Carlos Cezar is one of Tarcísio’s closest allies in the House and the first acting deputy to be chosen for the position in 34 years. He will fill the position of Sidney Beraldo, who retires at the end of this month.
A seat on the TCE, linked to the Legislative Branch, has been sought by Alesp parliamentarians for years. “Finally, our deputy,” said PT member Beth Sahão after the announcement. Only the PSOL bench, with five deputies, did not support Carlos Cezar’s nomination.
Last week, a list indicating the deputy for the vacancy was signed by 89 parliamentarians. Carlos Cezar was questioned by his colleagues this Tuesday morning for just over two hours and, in the early afternoon, at 4:30 pm, his appointment was announced in the plenary.
With his entry into the court, Tarcísio will have influence over the TCE until 2043, when Bertaiolli, the first appointed in the current administration, will turn 75, the age that forces counselors to retire. In theory, by then, due to the age limit for acting and without considering other reasons such as early retirement, Tarcísio could have the majority of members in the TCE appointed by him or his political base.
Pastor of the Foursquare Gospel Church, Carlos Cezar is in his fourth term as state deputy. As a TCE advisor, he will have a salary of R$44,000, excluding allowances, and an office with 33 employees, 31 of whom are commissioned – that is, freely appointed.
The PL’s first substitute, who can take over the seat vacated by the deputy, is delegate Raquel Gallinati, who left her position as Security Secretary of Santos in September this year. Alesp deputies told Sheet that the party’s move is for another substitute, police officer Flávio Gonçalves da Costa, known as Lieutenant Bahia, to take the vacancy.
There is also another scenario for the party’s bench in the Assembly: the anticipated return of Valéria Bolsonaro, who took leave last year to take over the Secretariat of Policies for Women and would need to leave the position by April of next year to seek re-election.
The leadership of the PL in Alesp will be with deputy Alex Madureira.
