This Monday, the UN Security Council approved a resolution in support of the US plan for Gaza, which authorizes the establishment of a temporary International Stabilization Force (ISF) in the enclave. Guterres calls for progress to the second phase.
The resolution, authored by the USwas approved with 13 votes in favor and abstention from China and Russia.
The UN Security Council thus supported the creation of a “Peace Council” as a “administration of transitional governance” in Gaza and authorizes this Peace Council to establish a temporary International Stabilization Force in the enclave.
The text authorizes both entities to operate until December 31, 2027“subject to further deliberations by the Council”.
The proposal aims to restore security, guarantee humanitarian access and begin a sustained process of reconstruction and institutional reform for the enclave, after two years of devastating conflict between Israel and the Palestinian Islamist group Hamas.
The Peace Council – which would be led by Donald Trumpaccording to the 20-point peace plan presented by Washington – would serve as an external administration over the Palestinian enclave, overseeing governance, reconstruction, economic development and the distribution of humanitarian aid.
In the evening, the North American President welcomed the approval at the United Nations of his 20-point plan for Gaza and reinforced that he will lead the Peace Council for the Palestinian enclave.
How would the ISF act?
The ISF’s responsibilities for Gaza would include securing Gaza’s borders, protecting civilians, facilitating humanitarian assistance, supporting the training and deployment of a reconstituted Palestinian police force, and overseeing the permanent disarmament of weapons held by Hamas and other armed groups in the enclave.
A ISF will work together with Israel and Egypt to stabilize security in Gaza for an initial period of two years.
The resolution, which has undergone several reformulations, also mentions the possibility of a Palestinian statewhich generated protest from the Israeli side, which is completely opposed to the two-state solution (Israel and Palestine).
“The beginning of stability”
The vote represented a crucial step in the fragile ceasefire and efforts to define the future of Gaza after two years of war between Israel and Hamas.
After the vote was approved, the American ambassador to the UN, Mike Waltz, considered the resolution as “historic and constructive”.
“President Trump’s historic 20-point plan marked the beginning of what will be a strong, stable and prosperous region, united in rejecting the path of violence, hatred and terror. This is just the beginning”, he defended.
“We will seize today’s opportunity to end decades of bloodshed and make lasting peace a reality,” he added.
This Tuesday, the Presidency of the Palestinian National Authority (ANP) welcomed the adoption by the UN Security Council of the resolution, calling for its immediate implementation.
Guterres urgently calls for 2nd phase
The UN Secretary General highlighted the importance of moving towards the second phase of the US plan for Gaza when reacting to the approval of an International Stabilization Force in the enclave by the Security Council.
In a statement, António Guterres considered that the adoption of the resolution on Gaza by the Security Council “is an important step in consolidating the ceasefire” in Gaza, which it encouraged all parties to respect.
“It is essential now to translate the diplomatic momentum into concrete and urgently needed measures on the ground. The United Nations is committed to fulfilling the roles assigned to it in the resolution, to increasing humanitarian assistance to meet the needs of civilians in Gaza and beyond.” support all efforts to move the parties into the next phase of the ceasefire“, explained Guterres, in the statement released by his spokesman, Stéphane Dujarric.
“The Secretary-General emphasizes the importance of moving towards the second phase of the United States Plan, which leads to a political process for the implementation of the two-State solution, in line with previous United Nations resolutions”, highlighted the note.
Guterres also praised the continued diplomatic efforts of Egypt, Qatar, Turkey, the United States and regional states towards peace in Gaza.
