Donald Trump’s peace plan for Gaza already has the United Nations endorsement. He Security Council approved this Monday the resolution that contemplates the establishment of a transitional government for the Strip and one international stabilization forcely mentions the creation of a future Palestinian state.
Trump’s plan has gone ahead with 13 votes in favor, none against and two abstentions, from Russia and China. Moscow had presented a alternative draft which underlines the unwavering commitment to the two-state solution, but both Russia and China have decided not to use the right of veto.
The approval is a victory for Trump, who celebrated the result with a message in Truth Social, congratulating “the world”, placing himself at the epicenter with a quote from the “Peace Council” that he recalled that he will preside over and speaking of “a moment of truly historic proportions.”
They are ambassador to the UN, Mike Waltz, He had urged at the meeting in New York before the vote not to oppose the text, saying that a vote against was “a vote to return to war,” warning that delaying it “would cost lives.” “This proposal It’s not a paper promise, it’s a lifesaver”Waltz declared.
pressing moment
The resolution proposed by the US to establish a international stabilization force to Gaza It comes forward five weeks after Israel and Hamas accepted the White House ceasefire. It serves to formally legitimize the 20 points of the “peace plan” of Trump and grant a two year term to the international force, which among others should be in charge of ensuring that Hamas and the rest of the Palestinian armed factions disarm.
The approval at the UN has come at an urgent time, given growing skepticism about the viability of Trump’s plan. On the ground everything is very slow. Israel has so far not fulfilled its part of authorizing the entry of an average of 600 trucks a day into Gaza with humanitarian aidwhile Hamas has yet to return the bodies of three deceased hostages. Both measures were part of the first phase of the plan, the simplest a priori. And, meanwhile, the population of the Strip continues to suffer unspeakably. The torrential rains in recent days have flooded the camps for displaced people, also overflowing the sewage tanks, with the consequent risk of spreading new diseases.
The American resolution has had the support of the Gulf countriesas well as France and the United Kingdom. Regarding the stabilization force, he maintains that it should be in charge of protecting civilians, securing borders, protecting the entry of humanitarian aid and working on “permanent demilitarization of non-state armed groups.” Washington wants Arab and Muslim countries to provide the bulk of the contingent and, according to several sources, has been negotiating with Egypt, Qatar, Türkiye, Emirates, Indonesia o Azerbaijan. At the moment, however, none of them have confirmed their participation in the contingent. And Israel has vetoed Türkiye’s participation.
Mandate for the use of force
The draft resolution that began circulating last week stated that the new force will be able to use “all necessary measures to implement his mandate, as reported by Al Jazeera. That is, the armed force. That is one of the most delicate aspects of the issue, since few countries seem willing to confront Hamas and its allies if it does not want to completely disarm. The Islamists have reiterated that they are only predisposed to get rid of their offensive weapons, those that are capable of reaching Israeli territory.
The US proposal also invites UN member countries to join the “Peace Council” chaired by Trump who would have ultimate authority over the enclave and its reconstruction. Relying, of course, on an apolitical committee of Palestinian technocrats, in charge of implementing their decisions. This point has also been rejected by Hamas and other Palestinian factions. This same Monday they issued a statement rejecting the resolution, described as “a dangerous attempt to put Gaza under a international guardianship” and undermine “the right to resistance of the Palestinian people.”
Despite the vote, it is not clear who will make up the Peace Board that also establishes Trump’s plan or what their powers would be. These would be transferred to the Palestinian Autonomous Government when it “has satisfactorily completed its reform program,” but the approved text does not detail those reforms.
A path to the Palestinian State?
Another of the delicate points of the resolution has to do with the path it contemplates for the creation of a Palestinian state. After much Arab pressure, the US agreed to include the text in the penultimate point of Trump’s plan, which stipulates that if the Palestinian Authority is reformed and reconstruction advances “the conditions could finally be met for a credible path leading to peace.” self-determination and the Palestinian statehood. The formulation is extremely vague, but it has still raised a storm in the Israeli Government.
He came under pressure from his far-right partners, Benjamin Netanyahu had to reiterate on Sunday that it will never accept such a scenario, while one of its ministers called this Monday “assassinate the leaders of the Palestinian Authority” if the United Nations supports the Palestinian State in the resolution.
