The president of , (-PB), mediated a conversation this Tuesday (18) between the rapporteur of , (PP-SP), and the number two of , Dario Durigan, about the allocation of resources seized from factions to security bodies.
According to Motta and Derrite’s interlocutors, Durigan agreed on the final format of the report, with the inclusion of an article making it clear that the so-called “loss” of assets would not affect agencies such as the Federal Revenue, Central Bank and Federal Police. The Treasury confirms the conversation, but denies the understanding.

Motta called Derrite on Tuesday around 1:30 pm, when he was having lunch at the Chamber’s official residence, in Brasília.
He had just received a call from Palácio do Planalto expressing concern about the allocation of funds seized from crime to the states.
When contacting the rapporteur, Motta included Durigan in the conversation, carried out via WhatsApp, which lasted around ten minutes.
The rapporteur’s allies say that the inclusion of article 31 of the opinion was correct, which says that “the provisions set out in this law do not preclude the application of retention, seizure and forfeiture measures by the Federal Revenue Service, the Central Bank of Brazil or any bodies that have internal regulations or those contained in specific laws applied within the scope of the administrative process”.
In a statement, the Ministry of Finance denied that there had been an agreement with Durigan’s participation.
“It is not up to the Ministry of Finance to reach an agreement on the project, as the main matter and coordination are the responsibility of the Ministry of Justice and the Secretariat of Institutional Relations”, he declared.
The ministry also says that “the critical points were brought to public debate with transparency and presented in good faith to the project rapporteur”.
“They refer to the preservation of the administrative powers of the Federal Revenue Service and other State bodies and entities, the improvement of criminal types that strengthen the fight against financial crimes and a series of other points that would aim to reduce legal controversies.
The ministry adds that it cannot “weaken the fight against organized crime upstairs” and that Derrite’s retreats “were insufficient and most of the suggestions were not accepted”.
