PL Antifacção de Melrite will suffocate PF, claims Haddad

Minister of Finance says that the government made “several gestures and appeals” that were not heard by the deputy

The Minister of Finance, , said this Wednesday (19.Nov.2025) that the Anti-Faction Bill reported by the deputy (PP-SP) “asphyxiation” the Federal Police. He stated that the text takes money from the corporation at the moment “of its greatest action against organized crime”. He also argued that the proposal weakens the Federal Revenue.

Haddad said he did “various gestures and appeals” which were not heard by the congressman. The rapporteur said on Tuesday (Nov 18) that the government would discuss the points of the project. The proposal was in the Chamber of Deputies with 370 votes in favor and 110 against.

The minister stated that the project was “Heavily voted”without discussion with experts. Haddad said he does not understand the reason for the quick vote in the Chamber. He stated that the project went through 5 versions before being voted on, but that there was no public hearing or discussion with criminal experts.

“What was approved yesterday paradoxically asphyxiates financially not organized crime, but the Federal Police. It takes money from the Federal Police and weakens the Federal Revenue Service in the fight against organized crime”declared the minister.

Haddad said he worked to reverse points in the project. He stated that he established a communication channel “permanente” with the deputy. He said he hopes there will be greater dialogue with the senators.

The minister stated that there are 3 major operations underway in the country against criminal factions. According to the minister, they are:

  • combating Faria Lima funds that launder money for organized crime;
  • combating the fuel mafia in Rio de Janeiro;
  • combating fraud in the banking system.

Haddad said Derrite’s project weakens operations and creates a “series of fragile documents” which will be used by lawyers upstairs in organized crime to gain advantages in the Judiciary.

“No matter how good the intention was, [o projeto] goes in the opposite direction of what is intended”declared Haddad. “We are going against what we need”completou.z
