Government postpones biometrics for Bolsa Família and allowance until May

Law to curb fraud was approved almost a year ago, but regulation took time and expenses were not contained; BPC and INSS will need digital from Friday (Nov 21)

The president’s government (PT) took almost a year to regulate a law approved by Congress that aims to combat fraud in social benefits. the start of biometrics collection for the release and renewal of aid in general from Friday (Nov 21, 2025), but the measures were made more flexible for part of the social programs and those for the release of pensions, the (Continuous Payment Benefit) and the .

The fingerprint for anyone requesting , , , , and will only be mandatory now from May 1, 2026.

The programs mentioned in the paragraph above are some of those that put the most pressure on the government’s Budget. The problems of irregularities in these initiatives will have to wait another 5 months to be tackled vigorously. Other forms of inspection will need to be activated to curb expenses.

The economic team was counting on the benefits given by the government to close this year’s public accounts in better conditions. As everything took a long time to come to fruition, the real economy should only start to be felt from the middle of next year and in full only in 2027.

The measures to regularize the beneficiaries of these initiatives could have been proposed by the government earlier, at the beginning of the mandate. They will only be instituted more intensely now, with just under a year to go before the election.

“LIGTH” DECREE ON FRIDAY

Lula’s law, which establishes, in practice, some “fine-toothed” rules on social benefits was published in July and deals with the law approved by Congress in December 2024. It comes into effect on Friday (Nov 21). Initially, however, biometrics will only be required for those who will apply for retirement through the (National Social Security Institute), the (Continuous Payment Benefit), Seguro Defeso and other very small and niche initiatives.

Digital for other larger programs would be instituted together, but was postponed until May, as explained above in this report.

For those who are already beneficiaries of any of these benefits, for now, nothing changes. Aid will be paid normally until it is necessary to renew it, a procedure that is normally done every 2 years. On the renewal date, you will need to have biometrics in most cases.

The changes were presented this Wednesday (Nov 19) by the ministers (Management and Innovation) and (Pensions). They are to be regulated on July 23, 2025. The full texts with all the regulations will be published on the Official Gazette of the Union on Friday (Nov 21).

The government says it will actively search for beneficiaries to ensure that none miss the deadline for updating information and are left without their due aid.

SUMMARY OF DEADLINES

Here are the dates released by the government:

  • November 21, 2025: anyone applying for new benefits or renewing an existing benefit will need to have some biometric registration, with the exception of Bolsa Família, Unemployment Insurance, Salary Benefit, death pension, temporary disability benefit and maternity pay, for which the deadline will be May 1, 2026;
  • May 1, 2026: for those who already have biometrics registered on some basis, nothing changes and this registration remains valid for new orders and renewal. Anyone who does not have biometrics registered and requests a new benefit will need to have a CIN (National Identity Card) from that date;
  • January 1, 2027: from this date onwards, beneficiaries will need to have some biometrics for both renewal and new concessions; If on the date of registration renewal the beneficiary does not have any type of document with biometrics, the beneficiary will be notified and will need to complete the CIN;
  • January 1, 2028: from this date onwards, everyone will need to have a CIN to request a new benefit or to maintain or renew an existing benefit.
