Senator Eduardo Braga (MDB-AM), rapporteur of the bill that raises taxes on bets e fintechs in the Senate, it is preparing an opinion that redesigns the sector’s taxation, with a strategy that combines gradual tax increases and tightening of rules against fraudulent operations.
The proposal, which should be presented in the coming days, attempts to respond to a frequent diagnosis among economic and security authorities: despite the advance in banking in the country, a relevant part of the digital market operates beyond any control. The statements are from an interview with Folha de S. Paulo.
According to Braga, the project needs to first attack the environment that allows suspicious movements through concentrator accounts used for illegal betting and money laundering.

To do this, he wants banks and financial institutions to report atypical flows to Coaf, such as thousands of transfers to the same Pix key in a single day, regardless of the individual value of the operations.
The calibration of the rate, says the senator, will be accompanied by this regulatory siege. He states that he does not intend to impose an abrupt increase in the tax on betsand advocates that the increase be distributed over time, following the closure of illegal routes.
“If the underground market loses space, the burden on the regular sector can increase without distortions”, he summarized in an interview with the newspaper.
Fintechs x banks
Braga also rejects the idea of equalizing taxation between fintechs and traditional banks, an argument that has been defended by the financial sector.
For the rapporteur, the difference between business models — capital, structure, credit profile and risk — prevents the adoption of a common minimum rate.
He also stated that the Central Bank’s resolution that raised the minimum capital of digital platforms will only have practical effect in 2026, and therefore considers it necessary to act via law.

Illegal market
The senator avoided commenting on resistance from the betting sector to the proposal, but highlighted that the text will face powerful interests.
According to him, the project deals with an environment where organized groups operate, which makes the debate more sensitive than that of other tax agendas.
Braga states that the priority is to create a system capable of drastically reducing the space for unauthorized platforms, an objective that, in his view, should come before any discussion about the ideal tax burden.

The final version of the report on bets e fintechs will be presented next Tuesday (25) and should be voted on in November. The Senate postponed the analysis last week after complaints from representatives of the Chamber, who wanted to discuss details before the final assessment.
