Fluminense expects R$300 million from the sale of construction potential

Project at the Rio Chamber authorizes the sale of 103 thousand m² to modernize Laranjeiras and expand CT Carlos Castilho

The president of the Rio City Council, Carlo Caiado (PSD), presented on Tuesday (18.Nov.2025) a bill that authorizes Fluminense to sell up to 103 thousand m² of construction potential to finance the renovation of the Laranjeiras stadium and the expansion of CT Carlos Castilho.

The club estimates it will raise R$200 million to R$300 million with the initiative.

The project establishes the Urban Consortium operation of the Manoel Schwartz Stadium, which will allow the tricolor to raise funds to modernize its facilities and requalify the listed space in Laranjeiras, currently underused.

The measure works as historical compensation for the club, which gave up part of its structure in the 1960s for the construction of Avenida Pinheiro Machado and the opening of a tunnel that connects the South and North zones of Rio.

The interventions will include the entire Complexo das Laranjeiras, covering the stadium, the headquarters and the theater. At CT Carlos Castilho, located in Cidade de Deus, the plan establishes administrative expansion, completion of the hotel and improvements to training fields.

The stadium will have capacity for approximately 7,000 fans, with 6,300 seats in the revitalized stands and around 700 in a new covered stand. The project includes the installation of synthetic grass with modern drainage and irrigation systems, new lighting, access terrace, press booths, restrooms, emergency routes and food courts.

At the headquarters, improvements include a new auditorium, parking with 145 spaces, renovated courts, modernized technical areas, a new water park and tricolor themed stores. The theater will also undergo renovations, as will the side courts and common spaces.

“Fluminense was the first club that thought of football for large audiences in Laranjeiras, when everyone played football on fields surrounded by fences. The club, visualizing that, built a stadium that could hold around 20,000 people. […] The Brazilian team played there for the first time and won their first title there. There is this historical issue”said President Mário Bittencourt.

The operation is valid for 120 months from the publication of the law, if approved. To access the resources, Tricolor will need to create an SPE (Specific Purpose Company), which will manage the sale of the construction potential. The amounts raised can only be used in works provided for by law, without the possibility of paying off debts, paying salaries, investing in professional football or financing any SAF.

The project also establishes the revitalization of the facilities’ surroundings, with improvements to sidewalks, afforestation, public lighting, accessibility and recovery of the listed facade. In Cidade de Deus, Fluminense plans to expand its social actions, including the creation of a school and the adoption of a field in the community, with renovation of the space and provision of material and teachers.

“Fluminense is part of Rio’s history and identity. Just as we are facilitating the renovation of São Januário, we want to ensure that Laranjeiras and CT Carlos Castilho have a modern, safe structure that matches the club’s greatness”said Caiado, president of the Rio Chamber.

The proposal still needs to go through the entire legislative process at the City Council. The estimate is that Fluminense can begin commercializing the construction potential between the end of 2026 and the beginning of 2027, following the established order of priorities, which currently includes São Januário, the Autódromo de Guaratiba and Parque Imagine, by Roberto Medina.
