With an estimated investment of R$6 billion via PPP, the project aims to centralize 22 thousand servers and revitalize the center of the capital; auction at B3 will take place on Friday (28)
The government of will receive on Monday (24) proposals from companies interested in the concession of the new administrative center, to be built in Campos Elíseos, a neighborhood in the central region of the capital of São Paulo. The documents will be delivered, in person and online, to B3’s headquarters and digital platform by 11 am. The auction will take place on Friday (28), at 2 pm, also on B3.
The concession will be carried out through a Public-Private Partnership (PPP), with a 30-year contract. The judging criterion will be the largest discount on the maximum monthly public consideration, set at R$76.6 million.
With investments estimated at R$6 billion, the project foresees the construction of seven buildings and ten towers that will house the governor’s office, in addition to state departments and agencies, currently spread across more than 40 addresses in the city.
The new structure will house around 22 thousand servers and will have a theater, auditoriums, multipurpose rooms and other spaces.
The requalification of the neighborhood also includes the restoration of 17 listed properties and the expansion of more than 40% of the green areas of Parque Princesa Isabel. The project also foresees 25 thousand square meters for commerce and services.
In addition to the works, the winning concessionaire will be responsible for the operation and maintenance of the complex throughout the concession period, including cleaning, security and conservation services.
The project was prepared by the Secretariat for Investment Partnerships (SPI) and with technical support from Companhia Paulista de Parcerias.
Consultation
The public consultation on the project was carried out between January and March, receiving 268 contributions, with 64% of the suggestions fully or partially accepted by the government. The changes resulted in adjustments to the notice, especially on topics such as expropriations, guarantees and risk allocation.
Among the companies participating in the consultation was the Spanish group Acciona, which operates with infrastructure concessions. The company was even responsible for transforming the old Júlio Prestes railway station into Sala São Paulo, in Campos Elíseos, just a few meters from where the future new headquarters of the São Paulo government will be located.
Another interested party in the project was Construcap, the construction company that built Natura’s headquarters, in Cajamar (SP), the Salomão Temple, in Brás, and the renovation of Mineirão, in Belo Horizonte, among other works.
The consultation also included the participation of Sete Partners, an investment holding and financial advisory firm for projects in the areas of construction, retail, energy and technology. The companies reported that the tender is currently undergoing internal evaluation.
