It was supposed to have been kept secret, especially because that was how the United States and Russia designed it, but the peace plan for Ukraine came out, alarming Kiev and its allies in Europe.

This Thursday, the newspaper revealed all 28 points included in the plan, confirming that it is a much more comfortable proposal for Russia than for Ukraine, which is between a rock and a hard place.

Not only did the United States draw up the plan with the enemy, it also made it known to Kiev that it will have to accept this proposal, otherwise it will no longer receive crucial help to defend itself.

Among other proposals is the reduction of the army to just 600 thousand personnel, around half of the current contingent, and Kiev also has to give up the use of long-range missiles, those that can reach Moscow or other more distant areas of Russia.

Ukraine won’t be able to invade Russia, but that’s more than it seems. It means that it cannot even use military force in the territory it has lost since 2022. In practice, the United States wants to force Kiev to give up all of Donbass and even part of Kherson and Zaporizhzhai, not to mention Crimea, which never seemed to be on the table.

Ukraine will also not be able to have NATO troops inside the country as a guarantee of security, and foreign fighters will not be able to go beyond Poland.

Furthermore, and making clear the threat that this agreement is the only one possible, the United States threatens not to provide any security guarantees if Ukraine does not comply with these requirements.

At the end of the day, and with several points in some of the points, Russia not only wins on more issues, but also wins on the main ones, namely territorial issues and defense guarantees.

1. Ukraine’s sovereignty will be confirmed (victory for Ukraine)

2. A global and comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered resolved (neutral)

3. It is expected that Russia will not invade neighboring countries and that NATO will not continue to expand (neutral)

4. A dialogue will be held between Russia and NATO, with the mediation of the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future (neutral) economic development

5. Ukraine will receive reliable security guarantees (victory for Ukraine)

6. The size of the Ukrainian armed forces will be limited to 600 thousand personnel (victory for Russia)

7. Ukraine agrees to enshrine in its Constitution that it will not join NATO and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future (victory for Russia)

8. NATO agrees not to station troops in Ukraine (victory for Russia)

9. European fighters will be stationed in Poland (victory for Russia)

10. US Warranty:

▪️ USA will receive warranty compensation (neutral)

▪️ If Ukraine invades Russia, it will lose its guarantee (victory for Russia)

▪️ If Russia invades Ukraine, in addition to a coordinated and decisive military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this agreement will be revoked (victory for Ukraine)

▪️ If Ukraine launches a missile at Moscow or St. Petersburg without reason, the security guarantee will be considered invalid (victory for Russia)

11. Ukraine is eligible for EU membership and will benefit from short-term preferential access to the European market while this issue is being considered (win for Ukraine)

12. A powerful global package of measures to rebuild Ukraine, including but not limited to:

the. The creation of a Ukraine Development Fund to invest in fast-growing sectors including technology, data centers and Artificial Intelligence (win for Ukraine)

b. The United States will cooperate with Ukraine to jointly rebuild, develop, modernize, and exploit Ukraine’s gas infrastructure, including gas pipelines and storage facilities (win for Ukraine)

w. Joint efforts to rehabilitate war-affected areas, with a view to re-establishing, rebuilding and modernizing cities and residential areas (victory for Ukraine)

d. Infrastructure development (victory for Ukraine)

and. Extraction of minerals and natural resources (neutral)

f. The World Bank will develop a special financing package to accelerate these efforts (neutral)

13. Russia will be reintegrated into the world economy:

the. The lifting of sanctions will be discussed and agreed in phases and on a case-by-case basis (win for Russia)

b. The United States will enter into a long-term economic cooperation agreement for mutual development in energy, natural resources, infrastructure, Artificial Intelligence, data centers, Arctic rare earth metal extraction projects and other mutually beneficial business opportunities (win for Russia)

w. Russia will be invited to rejoin the G8 (victory for Russia)

14. Frozen funds will be used as follows:

$100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine. The US will receive 50% of the profits from this venture. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. Frozen European funds will be unfrozen. The remainder of the frozen Russian funds will be invested in a separate Russian-American investment vehicle that will implement joint projects in specific areas. This fund will aim to strengthen relationships and increase common interests in order to create a strong incentive not to return to conflict (neutral)

15. A joint American-Russian working group on security issues will be created to promote and ensure compliance with all provisions of this agreement (win for Russia)

16. Russia will enshrine in law its non-aggression policy towards Europe and Ukraine (victory for Ukraine)

17. The United States and Russia will agree to extend the validity of the treaties on non-proliferation and control of nuclear weapons, including the START I Treaty (neutral)

18. Ukraine agrees to be a non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons (victory for Russia)

19. The Zaporizhzhia Nuclear Power Plant will be opened under the supervision of the IAEA and the electricity produced will be distributed in equal shares between Russia and Ukraine – 50:50 (win for Russia)

20. Both countries commit to implementing educational programs in schools and society with the aim of promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

the. Ukraine will adopt EU standards on religious tolerance and protection of linguistic minorities (neutral)

b. Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education (neutral)

w. All Nazi ideology and activities must be rejected and prohibited (neutral)

21. Territories:

the. Crimea, Luhansk and Donetsk will be recognized as de facto Russian territories, including by the United States (victory for Russia)

b. Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the front line (victory for Russia)

w. Russia will give up other agreed territories it controls outside the five regions (win for Ukraine)

d. Ukrainian forces will withdraw from the part of the Donetsk region they currently control, and this withdrawal zone will be considered a neutral demilitarized buffer zone, internationally recognized as territory belonging to the Russian Federation. Russian forces will not enter this demilitarized zone (victory for Russia)

22. Having reached agreement on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change those provisions by force. Any security guarantees will not apply in case of breach of this commitment (neutral)

23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities and agreements will be concluded on the free transportation of grain through the Black Sea (victory for Ukraine)

24. A humanitarian committee will be created to resolve outstanding issues:

the. All remaining prisoners and corpses will be exchanged on an “all for all” (neutral) basis

b. All detained civilians and hostages will be returned, including children (neutral)

w. A family reunification program (neutral) will be implemented

26. All parties involved in this conflict will be fully amnestied for their actions during the war and agree not to make any claims or consider any grievances in the future (neutral)

27. This agreement will be legally binding. Its application will be monitored and guaranteed by the Peace Council, chaired by President Donald J. Trump. Sanctions will be imposed in case of violation (neutral)

28. Once all parties agree to this memorandum, the ceasefire will come into effect immediately after both parties withdraw to the agreed points to begin implementation of the agreement (neutral)
