The 28 points of the peace plan that the US presented to Ukraine

The plan envisages the ceding of vast areas of territory to Moscow, the reduction in the size of the Ukrainian army and Kiev’s commitment not to join NATO.

Here are the 28 points of this plan, according to the document analyzed by the news agency :

1. Ukraine’s sovereignty will be confirmed;

2. A global non-aggression pact will be concluded between Russia, Ukraine and Europe. All ambiguities unresolved over the last 30 years will be considered resolved;

3. It is expected that Russia will not invade neighboring countries and that NATO will not proceed with further enlargements;

4. A dialogue between Russia and NATO, mediated by the United States, will be held to resolve all security-related issues and create the conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development;

5. Ukraine will receive reliable security guarantees;

6. The Ukrainian Armed Forces will be reduced to 600,000 soldiers;

7. Ukraine agrees to write in its Constitution that it will not join NATO, and NATO agrees to include in its statutes a provision specifying that Ukraine will not be integrated into the organization in the future;

8. NATO agrees not to station troops in Ukraine;

9. European fighters will be stationed in Poland;

10. North American guarantees:

  • The United States will receive compensation for ensuring security;
  • If Ukraine invades Russia, it will lose that guarantee;
  • If Russia invades Ukraine, in addition to a coordinated and decisive military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of the agreement will be revoked;
  • If Ukraine launches a missile at Moscow or St. Petersburg without a valid reason, the security guarantee will be considered null and void.

11. Ukraine is eligible for membership of the European Union (EU) and will benefit from preferential access to the European market in the short term, while the issue is under consideration;

12. A robust global package of measures for the reconstruction of Ukraine, including, among others:

  • a) The creation of a Ukraine Development Fund to invest in high-growth sectors, including technology, data centers and Artificial Intelligence;
  • b) The United States will cooperate with Ukraine to jointly rebuild, develop, modernize, and exploit Ukraine’s gas infrastructure, including gas pipelines and storage facilities;
  • c) Joint efforts to rehabilitate areas affected by war, with a view to restoring, rebuilding and modernizing cities and residential neighborhoods;
  • d) Infrastructure development;
  • e) Extraction of minerals and natural resources;
  • f) The World Bank will develop a special financing plan to accelerate these efforts.

13. Russia will be reintegrated into the world economy:

  • a) The lifting of sanctions will be discussed and agreed in phases and on a case-by-case basis;
  • b) The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, Artificial Intelligence, data centers, rare earth mining projects in the Arctic and other mutually beneficial business opportunities;
  • c) Russia will be invited to return to the G8 (bloc of the world’s main economies).

14. Frozen funds will be used as follows:

  • One hundred billion dollars in frozen Russian assets will be invested in US-led projects to rebuild and invest in Ukraine. The United States will receive 50% of the profits from this initiative.
  • Europe will contribute $100 billion to increase the amount of investment available for the reconstruction of Ukraine. Frozen European funds will be unlocked.
  • The remaining frozen Russian funds will be invested in a separate US-Russian investment vehicle that will execute joint projects in specific areas. This fund will aim to strengthen relationships and increase common interests, in order to create a strong incentive not to return to conflict.

15. A joint U.S.-Russian security working group will be established to promote and ensure compliance with all provisions of this Agreement;

16. Russia will enshrine in law its non-aggression policy towards Europe and Ukraine;

17. The United States and Russia will agree to extend the validity of treaties on non-proliferation and control of nuclear weapons, including the START I Treaty;

18. Ukraine accepts that it is not a nuclear weapons State, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons;

19. The Zaporijia nuclear power plant will be put into operation under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be divided equally between Russia and Ukraine (50-50);

20. Both countries commit to adopting educational programs in schools and society with the aim of promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

  • a) Ukraine will adopt EU standards on religious tolerance and protection of linguistic minorities;
  • b) Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education;
  • c) All Nazi ideologies and activities must be rejected and prohibited.
  • a) Crimea, Donetsk and Luhansk will be recognized as ‘de facto’ Russian territories, including by the United States;
  • b) The limits of Kherson and Zaporijia will be those currently existing along the line of contact, which will mean ‘de facto’ recognition along that line;
  • c) Russia will renounce the other territories it controls outside these five regions;
  • d) Ukrainian forces will withdraw from the part of the Donetsk region that they currently control, and that part will then be used to create a demilitarized neutral buffer zone, internationally recognized as territory belonging to the Russian Federation. Russian forces will not enter this demilitarized zone.

22. After agreeing on future territorial divisions, the Russian Federation and Ukraine undertake not to change such provisions by force. No guarantee of security will apply in the event of a breach of this commitment;

23. Russia will not prevent Ukraine from using the Dniepr River for commercial purposes, and agreements will be concluded on the free transport of grain through the Black Sea;

24. A humanitarian commission will be created to resolve outstanding issues:

  • a) All prisoners and remains on both sides must be exchanged on an “all for all” basis;
  • b) All detained civilians and hostages will be returned, including children;
  • c) A family reunification program will be created;
  • d) Measures will be taken to alleviate the suffering of victims of the conflict.

25. Ukraine will hold elections within 100 days;

26. All parties involved in this conflict will benefit from full amnesty for their actions during the war and undertake not to lodge any complaints or to consider filing any complaints in the future;

27. This agreement will be legally binding. Its application will be monitored and guaranteed by the Peace Council, chaired by President Donald J. Trump. Sanctions will be imposed in case of violation;

28. As soon as all parties accept this memorandum, a ceasefire will come into force immediately after both parties withdraw to the agreed points to begin implementing the agreement.
