Proposal articulated by American diplomacy stipulates the recognition of Donetsk and Luhansk as Russian and the return of Moscow to the G8 in exchange for a reconstruction fund
The plan presented by the parties includes, among other points, the cession of the eastern regions of Donetsk and Luhansk to Moscow or its reincorporation into the G8, from which it was expelled in 2014. According to White House spokeswoman Karoline Leavitt, diplomatic envoy Steve Witkoff and the American Secretary of State, , worked “discreetly” on this plan for about a month.
The Ukrainian president, , stated that he hopes to discuss this project with his American counterpart “in the coming days”.
These are the 28 points of the plan, according to the draft consulted and translated by AFP:
1. Ukraine’s sovereignty will be confirmed;
2. A global non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered resolved;
3. It is expected that Russia will not invade neighboring countries and that NATO will not expand further;
4. A dialogue will be maintained between Russia and NATO, with mediation from the United States, to resolve all security issues and create conditions for de-escalation;
5. Ukraine will receive reliable security guarantees;
6. The size of the Ukrainian Armed Forces will be limited to 600,000 men;
7. Ukraine agrees to include in its Constitution that it will not join NATO, and NATO agrees to include in its statutes a clause that Ukraine will not be admitted in the future;
8. NATO agrees not to deploy troops in Ukraine;
9. European fighter planes will remain stationed in Poland;
10. The United States will receive compensation for security guarantees. If Ukraine invades Russia, it will lose its guarantee. If Russia invades Ukraine, in addition to a coordinated and firm military response, all global sanctions will be reinstated, recognition of the new territories will be revoked, and all other benefits of this agreement will be nullified. If Ukraine launches a missile at Moscow or St. Petersburg without reason, the security guarantee will be considered invalid.
11. A robust global package of measures to rebuild Ukraine, including the creation of a Ukraine Development Fund, the reconstruction of Ukraine’s gas infrastructure, the rehabilitation of war-damaged areas, the development of new infrastructure, and the resumption of extraction of mineral and natural resources, all with a special financing package drawn up by the World Bank;
12. Russia will once again be part of the global economy, with talks about lifting sanctions, reintegration into the G8 group and signing a long-term economic cooperation agreement with the United States;
13. 100 billion dollars (533 billion reais) will be invested in frozen Russian assets in US-led initiatives to rebuild and invest in Ukraine, with the United States receiving 50% of the profits from this operation. Europe will add $100 billion to increase the amount available for investment in Ukraine’s reconstruction. The frozen European funds will be unfrozen, and the remainder of the frozen Russian funds will be invested in another Russian-American investment vehicle;
14. A joint Russian-American working group on security issues will be established to promote and ensure compliance with all clauses of this agreement;
15. Russia will include in its legislation its non-aggression policy towards Europe and Ukraine;
16. The United States and Russia will agree to extend the validity of treaties on non-proliferation and control of nuclear weapons, including the START I Treaty;
17. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons;
18. The Zaporizhzhia nuclear power plant will be reactivated under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be distributed equally between Russia and Ukraine;
19. Both countries commit to implementing educational programs in schools and society designed to promote understanding and tolerance;
20. Crimea, Luhansk and Donetsk will be de facto recognized as Russian, including by the United States. Kherson and Zaporizhzhia will remain frozen on the contact line, which implies a de facto recognition of this contact line. Russia will relinquish other agreed territories it controls outside the five regions. Ukrainian forces will withdraw from the part of Donetsk oblast they currently control, which will be used later to create a buffer zone;
21. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine commit not to change these provisions by force. No guarantee of security will apply if this undertaking is broken;
22. Russia will not prevent Ukraine from using the Dnieper River for its commercial activities, and agreements will be reached on the free transportation of grain in the Black Sea;
23. A humanitarian committee will be established to resolve issues regarding prisoner exchange, return of human remains, hostages and detained civilians, and a family reunification program will be implemented;
24. Ukraine will hold elections within 100 days;
25. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any complaints or consider any complaints in the future;
26. This agreement will be legally binding. The Peace Council, led by American President Donald Trump, will be responsible for overseeing its implementation. Sanctions will be imposed if there is a violation;
27. Once all parties accept this memorandum, the ceasefire will come into effect immediately after both parties withdraw to the agreed points to begin implementing the agreement;
