The event that would have been held on Friday (Nov 28) was postponed at the request of companies interested in the concession
The SPI (Secretariat for Investment Partnerships) of the government of São Paulo announced this Friday (21.Nov.2025) the postponement of the concession auction for the New Campos Elíseos Administrative Center – a complex that will house the future headquarters of state management.
The delivery of envelopes, which was scheduled for Monday (Nov 24, 2025), and the auction, which would be held on Friday (Nov 28), will be held on new dates. The updated schedule will be released in the coming days.
According to the State government, the change was requested by interested companies, who asked for more time to complete the presentation of guarantees and finalize additional documentation required for the proposal stage.
“In view of these manifestations – common practices in large projects –, the government of São Paulo will adjust the calendar to ensure broad participation, competitiveness and security for the event”stated the governor’s management (Republicans).
THE PROJECT
The concession will be carried out through a PPP (Public-Private Partnership), with a 30-year contract. The judging criterion will be the largest discount on the maximum monthly public consideration, set at R$76.6 million. The value may decrease depending on the competition.
The project estimates investments of R$6.1 billion in works and a contribution of R$3.4 billion from the State to cover part of the operation.
The initiative includes the construction of 7 buildings and 10 towers that will house the governor’s office, secretariats and state agencies. Today, these structures operate in more than 40 addresses in the capital of São Paulo. The new complex will house 22,000 employees and will have a theater, auditoriums, multipurpose rooms and other services.
The PPP also includes the restructuring of the Campos Elíseos neighborhood, with the restoration of 17 listed properties, expansion of more than 40% of the green areas of the Princesa Isabel park and 25,000 m² destined for commerce and services.
The winning company will be responsible for the operation and maintenance of the complex throughout the concession, including cleaning, security and conservation.
