early Sunday evening, it published the full text of the European counter-proposal, which amends or completely deletes some points of the proposal, which was prepared by the administration of US President Donald Trump together with the Russian side.
As Reuters writes, it is a draft prepared by three European countries – Great Britain, France and Germany. It is based on the American proposal, but contains changes.
What does the 28-point or 27-point draft of the European peace plan published by Reuters say (in the text we indicate how the European proposal differs from the American one):
1. The sovereignty of Ukraine must be confirmed.
2. Between Russia, Ukraine and NATO a full and comprehensive non-aggression pact will be concluded. All the ambiguities that have existed for the past 30 years will be resolved.
The American proposal talks about a non-aggression pact between Russia, Ukraine and Europe.
Point 3, which stated that Russia will not attack its neighbors and NATO will not expand further, is missing from the document.
4. Following the signing of the peace agreement, a dialogue will be held between Russia and NATO to address all security concerns and create a de-escalation environment to ensure global security and increase opportunities for connectivity and future economic opportunities.
5. Ukraine will receive robust security guarantees.
6. The size of the Ukrainian army will in peacetime limited to 800,000 members.
In this case, the Americans propose that the Ukrainian army should have a maximum of 600,000 soldiers.
7. Ukraine’s entry into NATO depends on the consensus of NATO memberswhich does not exist.
The American proposal says that Ukraine will enshrine in its constitution that it will not join NATO, and NATO will agree to provisions that Ukraine will not be accepted in the future.
8. NATO agrees that in time of peace will not permanently station troops under its command in Ukraine.
9.NATO fighters will be located in Poland.
10. US Warranties shall reflect Article 5.
a. The US will be compensated for the warranty.
b. If Ukraine invades Russia, it will lose the guarantee.
c. If Russia invades Ukraine, apart from a robust coordinated military response, all global sanctions and any recognition of new territory and all other benefits from this agreement will be withdrawn.
This proposal, unlike the American one, does not mention that if Ukraine launches a missile at Moscow or St. Petersburg for no reason, the security guarantees will be considered invalid.
11. Ukraine has the right to EU membership and will receive short-term preferential access to the European market while this issue is considered.
12. A robust global recovery package for Ukraine including but not limited to:
a. Creation of the Ukraine Development Fund to invest in high-growth industries, including technology, data centers and artificial intelligence efforts.
b. The United States will work with Ukraine to jointly restore, develop, modernize, and operate Ukraine’s natural gas infrastructure, including its pipelines and storage facilities.
c. A joint effort to rebuild war-torn areas to restore, rebuild and modernize cities and residential areas.
d. Infrastructure development.
e. Extraction of mineral raw materials and natural resources.
f. The World Bank will develop a special financial package to provide financing to accelerate these efforts.
13. Russia will gradually reintegrate into the global economy.
a. The mitigation of sanctions will be discussed and agreed upon in phases and in individual cases.
b. The United States will enter into a long-term economic cooperation agreement to promote mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earths, joint projects in the Arctic, as well as various other mutually beneficial business opportunities.
c. Russia will be invited back to the G8.
14.Ukraine will be fully reconstructed and financially compensated,including through Russian state assets, which will remain frozen until Russia compensates Ukraine for damages.
15.With the participation of the USA, Ukraine, Russia and Europeans a Joint Security Task Force will be established to support and enforce all provisions of this Agreement.
16. Russia will legislate a policy of non-aggression towards Europe and Ukraine.
17. The United States and Russia have agreed to extend nuclear non-proliferation and arms control treaties, including the Fair Start agreement.
18. Ukraine agrees to remain a non-nuclear state.
19. The Zaporozhye nuclear power plant will be restarted under the supervision of the IAEA (International Atomic Energy Agency, note ed.) and the energy produced will be fairly divided 50:50 between Russia and Ukraine.
20. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.
At this point, the European proposal is more general. In the American version, for example, there is a passage about the rejection and prohibition of Nazi ideology and activities.
21. Territories
Ukraine undertakes not to regain its occupied sovereign territory by military means. Negotiations on territorial exchanges will begin from the line of contact.
At this point, too, the European proposal is more general and does not mention either the recognition of the areas occupied by Russia or the demilitarized zone in the Donetsk region.
22. After agreeing on future territorial agreements, both the Russian Federation and Ukraine undertake not to change these agreements by force. If this obligation is breached, no security guarantees will apply.
23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on the free movement of grain shipments through the Black Sea.
24. A humanitarian committee will be established to address open questions:
a. All remaining prisoners and bodies will be exchanged on an “all for all” basis.
b. All detained civilians and hostages will be returned, including children.
c. There will be a family reunification program.
d. Measures will be taken to address the suffering of the victims of the conflict.
25. Ukraine will organize electionsas soon as possible after the signing of the peace agreement.
26. Measures will be taken to address the suffering of the victims of the conflict.
In this case, the European Allies completely omitted the clause that said all parties involved in the conflict would receive full amnesty for their actions during the war and agree not to make any future claims or adjudicate any grievances.
27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council under the leadership of President Donald J. Trump. Penalties will be imposed for violations.
28. After all parties agree to this memorandum, the cease-fire will take effect immediately after both sides withdraw to agreed locations to begin implementation of the agreement. The modalities of the ceasefire, including monitoring, will be agreed between the two sides under US supervision.
