Mercosur-EU Agreement will be signed on December 20th, says Lula

President declares in speech after the G20 that he intends not to travel again in 2025, except to sign the bilateral pact

The president (PT) declared to journalists, in a speech after the G20 in Johannesburg (South Africa) this Sunday (23.nov.2025), that he believes that the agreement between (European Union) and Mercosur will be signed on December 20. He further said that “intend” no longer travel in 2025, “unless” to sign the resolution.

In , the president stated that by May 2026, 5 months before the presidential elections, he will visit India and receive the leaders of South Africa, and “perhaps” of South Korea. The objective is to expand the number of consumer markets for Brazilian products to “no longer depend on one country”.

The Mercosur-European Union agreement has been negotiated for 25 years. If implemented, it will create a free trade zone between the bloc that contains Brazil, Argentina, Paraguay, Uruguay and the 27 EU countries. The advance will take place after successive restrictions imposed by , especially in France and Austria. Here is the agreement (PDF – 138 kB).

The main objective is to reduce customs tariffs, facilitate trade in goods and services, and expand access to markets, promoting greater economic integration between the blocs. In addition to trade, it also includes commitments in areas such as intellectual property, public procurement and .

The , a forum that brings together the 19 largest economies in the world, the EU and the African Union, serves as a space for debate on global economic, financial and political issues, and its importance increases in times of , according to the leaders who participated in the summit.

Created in 1999, the group seeks to coordinate macroeconomic policies, discuss international trade, sustainable development and responses to economic crises. The annual leaders’ summit is the moment when countries with different levels of development and interests meet to align strategies and seek consensus, even if there are no binding decisions.

This year, the presidents of Russia (Vladimir Putin), China (– CPC), Mexico (– Morena, left) and Argentina (– La Libertad Avanza, right) were absent. Furthermore, the US president (Republican Party) did not send any representatives, marking the absence of the largest economy in the world.
