Ukraine and Europe have already discussed a peace plan in Geneva

The 28-point plan drawn up by the United States to end the nearly four-year war in Ukraine has generated alarm in Kiev and European capitals. Ukraine’s Western allies consider the US plan to be favorable to Moscow.

The Ukrainian delegation held a meeting with representatives from France, Germany and the United Kingdom in Geneva, Switzerland, to discuss the North American plan to end the war in Ukraine, the Kiev negotiator announced this Sunday.

“We had the first meeting with the national security advisors of the leaders of the United Kingdom, France and Germany (…). The next meeting will be with the North American delegation. We are in a very constructive atmosphere”, declared Andriy Yermak, who leads the Ukrainian delegation, on the social network Telegram. “We continue to work together to achieve a lasting and just peace for Ukraine,” Yermak added.

US Secretary of State Marco Rubio is expected in Geneva for talks with Ukraine and its European allies on the latest peace plan proposed by the United States for Ukraine.

Ukraine’s Western allies have rallied around Kiev as the US plan is seen as favorable to Moscow.

The US plan

The 28-point plan drawn up by the United States to end the nearly four-year war in Ukraine has generated alarm in Kiev and European capitals.

Ukrainian President Volodymyr Zelenskyy said his country may face a difficult choice between defending its sovereign rights or preserving the American support it needs.

In addition to Rubio, Army Secretary Dan Driscoll and President Donald Trump’s special envoy Steve Witkoff are expected to participate in the meeting.

The plan gives way too much to Russian demands that Zelenskyy has categorically rejected on dozens of occasions, including ceding large swathes of territory. The Ukrainian leader promised that his people will “always defend” their home. The plan also states that Ukraine should not join NATO.

Speaking ahead of today’s talks, Alice Rufo, France’s minister delegate at the Defense Ministry, told France Info radio that the main points of discussion on the plan would include restrictions on the size of the Ukrainian army, which she described as “a limitation on its sovereignty.”

“Ukraine needs to be able to defend itself. Russia wants war and, in fact, has fought wars many times in recent years,” said the French official.
