Brazil and Mozambique sign agreements to strengthen the African country

With a view to Maputo, the president stated that he wants to recover the BNDES’ capacity to finance Brazilian companies abroad, benefiting the country itself and partner nations

e signed, this Monday (24), nine acts of cooperation to strengthen Mozambican institutional capacity in the areas of development, health, education, diplomacy, entrepreneurship, trade promotion, civil aviation, legal assistance and agroforestry services.

In view of Maputo, the capital of the African country, the stated that he wants to recover the capacity of the to finance Brazilian companies abroad, benefiting the country itself and partner nations, such as Mozambique.

“Mozambique is a developing country, which still has infrastructure gaps to fill. Its growth depends on ports, roads, plants and transmission lines. Brazil has dynamic companies, capable of contributing”, he said in a statement to the press, alongside the president of Mozambique, Daniel Chapo.

According to Lula, to be able to export these services, Brazil must offer credit options to finance the internationalization of the country’s businesses, which has already been done via BNDES. The Brazilian delegation arrived in Maputo this Sunday (24), coming from Johannesburg in South Africa, where Lula participated in the – group of the largest economies in the world.

The trip to Mozambique is part of the celebrations of 50 years of diplomatic relations between the two countries, which are also partners within the scope of the Community of Portuguese Speaking Countries (CPLP).

The Ministry of Foreign Affairs also reinforces that, upon assuming his third term, in 2023, the president made it clear that he would resume relations with African countries as a foreign policy priority.

“Brazil went down dark paths and, in the process, forgot its ties with Africa. Many of the seeds we had sown did not have time to take root. But it is time to regain consciousness,” said Lula.

In 2023 he visited South Africa, Angola and São Tomé and Príncipe. In 2024, he was in Egypt and Ethiopia, as well as receiving the president of Benin on an official visit. And in 2025, he already welcomed the presidents of Angola and Nigeria. Furthermore, Brazil hosted, in May this year, a meeting of agriculture ministers.

Mozambique is the largest beneficiary of Brazilian cooperation with resources from the Brazilian Cooperation Agency (ABC) in Africa, covering diverse areas – health, agriculture, education, professional training, among others – and involving structuring projects. Since 2015, 67 initiatives have been formalized.

Both countries also want to expand trade and investment. In this sense, a forum was organized with Brazilian and Mozambican businesspeople, with panels on agribusiness, industry and innovation and health. Lula participates in the closing of the event, this Monday.

Commercial exchange between Brazil and Mozambique was US$40.5 million in 2024, with Brazilian exports totaling US$37.8 million, and imports of US$2.7 million.

Exported products mainly consist of fresh, frozen or chilled poultry meat (41%), perfumery products or headdresses (4.7%) and furniture and parts thereof (5%). Imports are made up of disqualified or denervated tobacco (95%).

The government understands that, despite a limited trade flow, Brazil’s commercial and institutional relations with African countries are part of a political project to combine cooperation for the development and education of these nations.

Today, Lula cited, for example, the strengthening of the Brazilian health industrial complex, which will once again allow the production of pharmaceuticals and medicines in Mozambique.

The president also revealed that the Ministry of Education and the Brazilian Cooperation Agency will offer, in 2026, up to 80 places for a training course in agricultural sciences and up to 400 places for a technical course in agriculture for Mozambican employees. The Brazilian Agricultural Research Corporation (Embrapa) will reinforce this initiative with training of technicians from the African country.

“No one is better than Brazil to also contribute to Mozambique’s food security. With appropriate technology, it is possible to increase the productivity of the African savannah without compromising the environment,” he said.

“With the same sense of priority, we work to include Mozambique among the countries covered by the accelerated implementation stage of the Global Alliance against Hunger and Poverty,” he added. The Brazilian president also cited possibilities for partnerships for forest preservation, energy transition, audiovisual and literary production and combating organized crime.

“The Brazilian government has worked with intelligence to dismantle criminal networks and strangle their sources of financing. The Brazilian Federal Police is internationally recognized for its ability to track illicit assets and combat money laundering. It is available to share its experience and expand its collaboration with Mozambique,” said Lula.

In addition to the working meeting with President Daniel Chapo and the meeting with businesspeople, Lula will receive the title of honorary doctor from the Pedagogical University of Maputo.
