To resolve the dispute over criminal organizations, the senator (MDB-SE) intends to create a new fund with specific money to combat organized crime.
The distribution of resources, after approving that operations carried out by state bodies would have the value of assets allocated to state funds, while federal funds would go to those linked to the Union.
Vieira states that the government’s complaints that there was a depletion of funding did not correspond to reality. “The change that [o deputado federal e secretário de Segurança Guilherme] (PP-SP) affected around 5% to 10% of Federal Police funds. We are talking about R$30 million to R$50 million. This doesn’t change anything,” he argues.
The senator says that the PF’s financing demand is much higher and cites integrated border operations as an example, which would require around R$800 million.
“So what we are designing here in the Senate rapporteur is a new fund, specifically focused on combating organized crime with the destination entirely defined in law, to not allow distortion, and shared management between the Union and States”, he states.
The rapporteur says that the collection would originate from a contribution like the one on fuel (Cide), but on online betting houses, bets.
“A Cide-Bets. New money, we are not competing for money with anyone. I focus a lot on the objective, specific, of combating organized crime, the prison system, intelligence and sustaining police operations”, he says. “We have exhausted everyone’s speeches and excuses. There will be no excuse for anyone else to use”, adds the senator.
He highlights that the contribution would help to tackle the problem of the prison system and strengthen the fight against crime at the borders.
“I have to make a big effort in policing these areas. By doing all this, I will suffocate the economic power of these factions. I will increase the cost for them”, he states. “Ending crime is the promise of a lying politician. Crime never ends. But I manage to increase the cost of it so much that it reduces its strength, its capacity to occupy territory.”
