Deputy was sentenced to 16 years, 1 month and 15 days in prison for attempted coup d’état
The minister of the STF (Supreme Federal Court) Alexandre de Moraes determined on Tuesday (25.Nov.2025) that the president of the Chamber of Deputies, (Republicanos-PB), be informed about the loss of mandate of the federal deputy (PL-RJ), who is at large in the United States.
Earlier, Moraes ordered Ramagem and others convicted of the coup plot.
Former director of Abin (Brazilian Intelligence Agency), Ramagem was sentenced to 16 years, 1 month and 15 days in prison for attempted coup d’état.
Due to the conviction, the STF determined that the Board of Directors of the Chamber must declare Ramagem’s loss of mandate.
The loss of mandate was decided on September 11th, when the 1st Panel of the Court sentenced the defendants, and must now be fulfilled.
“Inform the President of the Chamber of Deputies about the loss of the parliamentary mandate, which must be declared by the Board of the Chamber of Deputies, in accordance with article 55, III, and § 3, of the Federal Constitution”declared Moraes. Here is the decision (PDF – 251 kB).

Ramagem was seen in Miami, in the United States, last week. He declared on Monday (Nov 24) that . The deputy contested being considered a fugitive and argued that the Brazilian Constitution protects congressmen from precautionary arrests.
During the investigation, Ramagem was banned by Moraes from leaving the country and had to surrender all national and foreign passports.
After the discovery of the trip to the United States, the Chamber reported that the House was not informed about Ramagem’s removal from national territory nor authorized any official mission of the congressman abroad.
The Chamber reported that the deputy presented medical certificates covering the periods from September 9th to October 8th and October 13th to December 12th.
