Kim Kataguiri launches book about STF and judicial activism – 11/27/2025 – Panel

The federal deputy (União Brasil-SP) launches this Saturday (29) a book in which he analyzes cases in which the (Supreme Federal Court) intervened in the legislative process, in episodes involving writs of mandamus filed by parliamentarians and questions about matters foreign to the text, the so-called “jabutis”.

The book “Entre a toga e a tribuna” will be launched by the publisher Valete, from (Movimento Brasil Livre), during the group’s festival, which takes place this weekend.

In the book, the parliamentarian analyzes the Supreme Court’s jurisprudence from 1988 to 2024. The intention was to find out whether there was consistency when the STF intervened after someone sued the court for violating the legislative process.

“The STF intervenes little in guaranteeing due legislative process, choosing to interfere much more after the process has already taken place and the law is already in force”, states Kataguiri.

The deputy identified 11 trials in which the STF decided to intervene in Congressional decisions. One of the cases involved the secret session to vote on the impeachment of the senator (MDB-AL), then president of the Senate, in 2007.

A report by Veja magazine stated that, through a lobbyist, he paid a pension to the journalist, with whom he has a daughter out of wedlock.

The deputies had access to the Senate plenary after the STF understood that it was the parliamentarians’ right, since the president of the Senate also commands Congress. Calheiros was acquitted by the plenary.
