Motta says the Security PEC report should be presented next week

President of the Chamber of Deputies stated that he spoke with the rapporteur of the proposal, deputy Mendonça Filho (União-PE), about the advancement of the text this morning

The Lula government delivered the Security PEC to Congress in April, almost a year after rounds of discussions and back-and-forth to smooth out rough edges

The president of the Chamber of Deputies, (Republicanos-PB), stated this Friday (28), that the Security PEC report should be presented to the special commission next week. Motta stated that he spoke with the proposal’s rapporteur, deputy (União-PE), about advancing the text this morning. “This morning, I spoke with deputy @mendoncafilho, rapporteur of the Security PEC. I decided that he will participate in the meeting of the College of Leaders, next Tuesday (2), to present the points of his report. The expectation is that, on Thursday, 4, the report will be presented to the Special Commission. Security is our priority”, he said.

The rapporteur’s forecast was to present the report on Thursday (4) after a request from Motta at the end of October for him to speed up the text. The idea is for the proposal to be approved in plenary and sent to the Senate later this year. Mendonça Filho works to make the text tougher in the fight against crime and guarantee, in his words, autonomy of the state police in relation to the federal government. The project prepared by the Lula government provides for the non-invasion of powers. The rapporteur stated that he intends to include issues in the text that are not currently foreseen, such as second-instance arrest for serious crimes and tougher custody hearings for repeat offenders.

The Lula government delivered the Security PEC to Congress in April, almost a year after rounds of discussions and back-and-forth to smooth out rough edges. The proposal is the Executive’s main bet for the sector.

The PEC expands the responsibilities of the Federal Highway Police (PRF) and the Federal Police (PF) to strengthen the fight against criminal factions, includes in the Constitution the Unified Public Security System (Susp) and the sector’s national financing funds, establishes the responsibilities of municipal guards and provides for the creation of internal affairs bodies and ombudsman offices with functional autonomy.

The government leadership even assessed that the PEC would not be approved by Congress and would serve more as a gesture to voters concerned about urban violence. The proposal resurfaced after the mega-operation in Rio, in October, and the discussion about the role of state police officers and the Federal Police in combating crime.
