Seven, the federation began to face more and more, now added to the apprehension with the banker and the, both targets of recent investigations.
For politicians from these parties and other parties, the relations between the presidents of the PP, the senator (PI), and União Brasil, with the owner of Banco Master will be explored over the next few months, with strain for candidates from the federation and for the right as a whole.
Rueda is the president of the federation and Ciro Nogueira, the vice-president. Vorcaro on the 17th, in São Paulo, accused of issuing false credit bonds, which the following day.
This Thursday (27), the Federal Revenue carried out an operation together with state police against Grupo Fit (the former Refit, owner of the Manguinhos refinery) and its controller, Ricardo Magro, under suspicion of committing crimes such as .
According to investigators, the scheme would have caused losses of R$26 billion to state and federal coffers. The businessman’s advisor did not respond. In . Ciro Nogueira worked in Congress on projects of interest to the group, such as the proposal to expand the action of public authorities against persistent debtors.
To date, there have been no operations against politicians, and the cases occurred in the first instance of the Judiciary as they did not involve people with special jurisdiction.
Congressmen from the centrão party claim that Rueda and Ciro Nogueira have great power in command of their parties and that these episodes could affect the federation’s candidacies as a whole.
Members of the PP and União Brasil minimize this fear. They state that Vorcaro, for example, maintained relationships with several authorities in Brasília and politicians from other parties, just as his former partner in Master, Augusto Lima, was close to PT members in Bahia. Lima was also arrested by . It would be the same case with Magro, who maintains contact with other politicians.
Ciro Nogueira and Rueda were contacted, but did not respond.
The and of Grupo Fit add to the disagreements over who will command the federation’s directorates in each state – and, consequently, will have more strength in alliances with governors and mayors and to promote their own candidacies.
The federation will force União Brasil and PP to assemble tickets together for two elections. On the other hand, it will include TV advertising time, electoral funds and votes for deputy.
aiming for a prominent role in the presidential election, in addition to facilitating the process of forming slates for deputies and senators. Since then, however, the group’s leaders have recognized that the main objective is no longer the election to the Presidency and that the focus is on electing the largest number of deputies and senators to consolidate itself as the main force in Congress.
One of the consequences of the operations, according to members of the PP, is the change in the speech of Ciro Nogueira, who was working to be vice-president on the opposing ticket in 2026. In recent public speeches, he started to say that he will be focused on the election for Piauí and gave up on the national plan.
Last week, the day after Vorcaro’s arrest, the senator stated that, “in view of the lack of common sense and strategy in the center and right”, he will defend that the federation’s focus is “state elections and our benches”.
Politicians say, however, that there are still many rough edges to be overcome. Even after seven months of the announcement, a third of the states (Federal District, Minas Gerais, Maranhão, Paraíba, Paraná, Rio de Janeiro, São Paulo, Sergipe and Tocantins) remain with the command undefined. The other 18 will be divided equally between PP and União Brasil.
In cases where there is disagreement, it will be up to Ciro Nogueira and Rueda to deliberate. “Ciro and Rueda will decide by consensus who will command these nine states. This definition should occur in the coming months”, says deputy Cláudio Cajado (PP-BA), who will join the federation’s national executive.
Although the federation’s statute guarantees that decisions must be taken jointly by the two politicians, members speak of fear of what criteria will be adopted and admit that anyone who feels overlooked will leave. A first disagreement already occurred between Rueda and the former president of the Chamber (PP-AL), who had promised to preside over the federation at the beginning, but ended up being sidelined.
Another conflict is with the governor of Goiás, (União Brasil), who supported the federation after promising that he would have space to run for President if he achieved more than 10% in the polls, but came into conflict with Ciro Nogueira and today defends the breakup of the alliance.
State disputes have also led to the first disaffiliations. Senator Alan Rick left União Brasil two weeks ago to run for Government of Acre for the Republicans. In the state, the federation will be led by governor Gladson Camelli (PP).
In Paraíba, the disagreement is threefold because of the dispute over the state government. The mayor of the capital, Cícero Lucena, has already left the PP to run for office. Senator Efraim Filho (União Brasil), also a candidate, aligned himself with the right, while vice-governor Lucas Ribeiro (PP), will run with the support of Lula.
In Paraná, the conflict between the groups of the federal deputy (PP) and the senator (União Brasil) has already caused the departure of deputy Pedro Lupion (for the Republicans). Representative Felipe Francischini (União Brasil) should run for re-election for Podemos.
In other states, mainly in the Northeast, deputies have criticized the oppositional tone adopted by the federation leadership against Lula, since, in many cases, they will be allied with PT governors.
Despite the difficulties, the leaders of the two acronyms say that the federation is irreversible and guarantee that it will come to fruition for the 2026 election. They attribute the seven-month delay in filing the request with the TSE (Superior Electoral Court) to the bureaucracy of this type of process and to an error in the minutes of the PP’s national directory, which would have already been corrected.
