With the expectation of greater rainfall and more favorable energy generation, the rate goes from red flag level 1 to yellow
A (National Electric Energy Agency) announced this Friday (28.Nov.2025) the reduction of the tariff flag for the December energy bill. After at red flag level 1 in November, the electricity bill will adopt the yellow flag next month. As a result, the additional charge charged to consumers drops from R$4.46 to R$1.885 for every 100 kWh consumed.
The change was possible because of the start of the rainy season in the country. The forecast indicates that December will have a higher rainfall volume than that recorded in November, although still below the historical average for this time of year.
This scenario made energy generation conditions a little more favorable, allowing a reduction in the tariff level, according to Aneel.
Despite the improvement, the activation of thermoelectric plants remains necessary to meet demand and guarantee energy security. The agency states that solar generation continues to be intermittent, especially at night and at times of highest consumption, which also influences the final cost of energy.
The tariff flag system
The tariff flag system for electricity bills was created by Aneel in 2015 to indicate the real cost of generating electricity on a monthly basis. It works like a traffic sign that informs whether energy is costing more or less, according to production conditions.
Before the creation of the flags, variations in energy costs were only passed on to consumers up to 1 year later, during the annual tariff adjustment. Now, the flag signal allows the consumer to know the cost in real time and to adjust their consumption.
What each color means:
- Green flag – Favorable conditions; normal rainfall and full reservoirs – No increase;
- Yellow flag – Less favorable conditions; beginning of the need for thermal plants – R$ 0.01885 per additional kWh;
- Red flag level 1 – More expensive conditions; greater use of thermoelectric plants – R$ 0.04463 per kWh more;
- Red flag level 2 – Critical conditions; strong dependence on thermal plants – R$ 0.07877 per kWh more.
The system applied to the electricity bill for all captive consumers, that is, those who purchase energy directly from distributors. The rule does not apply to consumers located in isolated systems, such as remote communities in the Amazon.
