Today, Saturday, November 29, is a prominent date on the calendar for opponents. A total of 4,853 people are invited to the exams that will be held this morning to aspire to the 1,000 positions of local Administration officials with national qualifications.
Local administration officials with national authorization are workers of a local entity such as municipal secretariats, supervision and budget control, but their authorization depends on the State and not the municipality. The importance of these public positions means that the selection, training and qualification processes are carried out by the General Administration of the State.

The process, , is characterized by the fact that the calls include the distribution of places in proportion to the number of vacancies at said scales in each autonomous community. The distribution is 584 places for secretaries-controllers, 102 for secretaries and 314 for controllers-treasurers, according to the Ministry of Digital Transformation and Public Function.
The applicants at each headquarters are: for secretary-intervention; 537 in Barcelona, 1918 in Madrid, 66 in Tenerife and 334 in Toledo. For secretary; 204 in Barcelona, 723 in Madrid, 63 in Tenerife and 118 in Toledo. And for Intervention-treasury; 215 in Barcelona, 561 in Madrid, 32 in Tenerife and 82 in Toledo.
The tests will be held on November 29 at 10 a.m. (9 a.m. in the Canary Islands) in four provincial venues: Barcelona, Madrid, Santa Cruz de Tenerife and Toledo.
The massive call for 2025
The Government authorized this extraordinary offer on July 16, 2025 in order to guarantee the effective performance of the reserved functions in local entities. To channel territorialization, negotiations were held with all the autonomous communities and finally an inter-administrative collaboration agreement was signed with the Canary Islands, Castilla-La Mancha and Catalonia.
This agreement allows them for the first time to develop the entire selection process, both the access tests and the course, at their regional headquarters. The calls maintain their national character, while deepening collaboration between administrations.
In the summer, the BOE published the massive call for almost 36,600 places. Of these, 26,889 correspond to the General State Administration (AGE), 3,713 to the Civil Guard, 3,139 to the National Police Corps and 2,847 to the Armed Forces. Of those almost 27,000 places in the AGE, 20,324 are free access and 6,565 are for internal promotion.
“The offer of public employment, as an act by which the workforce is defined and quantified based on the needs of the ministerial departments and the priority public policies of the Government, is one of the most relevant instruments of transformation, because it orders the entries in the system and defines the professional profiles of the administration of the future, with consequences for an entire generation of public employees,” the Executive indicated in the text published in the BOE.
