The public security manual that could serve as a basis for the PT in next year’s elections proposes the creation of a permanent civil national guard capable of replacing the (Law and Order Guarantee) with the use of the Armed Forces.
The document “Safe Brazil, Protected Family” was formulated by the Perseu Abramo Foundation to help the PT position itself in the debate on public security — currently dominated by the right and the extreme right. The proposals will be debated starting this Monday (1st) in a seminar exclusively for members.
One of the structural ideas presented is the creation of a “National Guard” or “National Civilian Force” through a public competition to operate throughout the territory in place of the National Force.
“To this day, the National Force is a program, it does not have an adequate hierarchical structure, code of conduct, corrective body and is made up of police officers from the states and the DF”, says the proposal.
“With the Permanent Civilian National Guard, it will gradually no longer be necessary to employ the Armed Forces through Law and Order Guarantee (GLO) operations.”
The document highlights that the creation of the National Civil Force through an amendment to the Constitution would give the Union a new police institution capable of operating throughout the country — especially on the borders and in the Legal Amazon.
GLO operations grant interim power to the military. The possibility motivated one from Rio de Janeiro after the story, last month.
Governor Cláudio Castro (PL) and the government (PT) for the situation, stating that Rio is “alone in the war” and that several requests to send armored vehicles were denied by the Ministry of Defense.
The Lula government countered by stating that, to achieve this, the governor should have made one — which never happened.
In the 60-page booklet, the Perseu Abramo Foundation says that the search for public policies that contribute to “the reduction of crime, the fight against organized crime and factions, and the elimination of robberies and thefts that take away the peace of the Brazilian people” has always been a priority for the PT.
The document also suggests the re-creation of the Ministry of Public Security, extinct and incorporated into the Ministry of Justice under the Jair Bolsonaro (PL) government, and the doubling of maximum security federal penitentiaries from five to ten.
